RECOMMENDATIONS FOR ADJUSTING THE PAY SCALE OF THE BRITISH POLICE ARE PRESENTED BY THE POLICE FEDERATIONS OF ENGLAND, WALES, SCOTLAND, AND NORTHERN IRELAND.
Abstract
THE RECOMMENDATIONS, DIRECTED TO A COMMITTEE APPOINTED BY THE HOME SECRETARY TO INVESTIGATE THE PAY-NEGOTIATING MECHANISMS OF THE POLICE SERVICE, ARE CONCERNED BOTH WITH OBTAINING BETTER PAY FOR POLICE AND WITH ASSURING THAT PAY RATES WILL BE REVIEWED SYSTEMATICALLY AND FAIRLY IN THE FUTURE. TWO APROACHES FOR DETERMINING RATES OF PAY ARE ANALYZED: THE COMPARABILITY APPROACH, BASED ON A COMPARISON OF THE POLICE OFFICER'S TERMS OF EMPLOYMENT WITH THOSE OF OTHER WORKERS; AND THE REQUIREMENT APPROACH, WHICH TAKES INTO CONSIDERATION SOCIETY'S DEMANDS FOR LAW ENFORCEMENT SERVICES. THE REASONING BEHIND EACH APPROACH IS EXPLAINED, AND SALARY MINIMUMS AND MAXIMUMS FOR CONSTABLES, SERGEANTS, INSPECTORS, AND CHIEF INSPECTORS ARE CALCULATED UNDER EACH APPROACH. IT IS SUGGESTED THAT THE TWO APPROACHES BE COMBINED TO PROVIDE FOR PERIODIC (EVERY 3 YEARS) REVIEW OF PAY SCALES AND INTERIM ADJUSTMENTS AS NECESSARY. (LKM)
