THE EXPERIENCES OF SEVEN LOCAL-LEVEL CRIMINAL JUSTICE PLANNING AGENCIES PROVIDE INSIGHTS INTO THE DECISIONMAKING PROCESS INVOLVED IN DEVELOPING STANDARDS AND GOALS.
Abstract
THE REPORT IS INTENDED NOT AS A 'HOW-TO' MANUAL, BUT RATHER AS AN ILLUSTRATION OF VARIOUS APPROACHES TAKEN BY LOCAL AGENCIES TO THE DEVELOPMENT OF STANDARDS AND GOALS AND OF THE COMMON ISSUES THAT HAVE BEEN ENCOUNTERED. THE FOCUS OF THE REPORT IS ON HOW LOCAL PLANNING OFFICES HAVE ORGANIZED FOR THE STANDARDS AND GOALS EFFORT AND ON THE REACTIONS OF PARTICIPANTS TO THE DEVELOPMENT PROCESS. THE CASE STUDY APPROACH USED BY THE NATIONAL ASSOCIATION OF CRIMINAL JUSTICE PLANNING DIRECTORS TO GATHER MATERIAL FOR THE REPORT IS DESCRIBED. THE STANDARDS AND GOALS PROCESS IN EACH OF THE FOLLOWING COMMUNITIES IS SUMMARIZED: PROVO, UTAH; CORVALLIS, OREG.; SALEM, OREG.; MILWAUKEE, WIS.; TOLEDO, OHIO; VENTURA COUNTY, CALIF.; AND DADE COUNTY, FLA. SEPARATE CHAPTERS DISCUSS PROCESS AND PRODUCT IN THE DEFINITION OF STANDARDS AND GOALS, THE FUNCTION OF THE STANDARDS AND GOALS DOCUMENT, ORGANIZATION OF PARTICIPANTS IN THE DEVELOPMENT PROCESS, AND FOLLOWTHROUGH ON THE DEVELOPMENT OF STANDARDS AND GOALS. SUPPORTING DOCUMENTATION AND A BIBLIOGRAPHY ARE INCLUDED. INTERVIEWS WITH STANDARDS AND GOALS DEVELOPMENT PARTICIPANTS ARE RECORDED IN A SEPARATE VOLUME. (NCJ-45706).
