STATISTICS ON THE EXPENDITURES AND SERVICES OF THE DIVISION OF JUVEILE COURT SERVICES, THE DIVISION OF COMMUNITY SERVICES, AND THE DIVISION OF INSTITUTIONAL SERVICES IN MARYLAND ARE PRESENTED.
Abstract
IT IS NOTED THAT FOR THE FIRST TIME IN ITS TEN YEAR HISTORY, THE NUMBER OF JUVENILE REFERRALS TO THE AGENCY HAS DECREASED FROM THE PREVIOUS YEAR. DURING THE PERIOD FROM 1968-1975, THE RATE OF REFERRALS INCREASED AT AN AVERAGE ANNUAL RATE OF MORE THAT 25 PERCENT. IN 1976, THIS RATE OF INCREASE WAS REDUCED TO ONLY 1.5 PERCENT, AN WITH THE END OF 1977, A DECREASE OF 12.7 PERCENT IN THE NUMBER OF REFERRALS WAS EXPERIENCED. FOR FISCAL YEAR 1977 THE JUVENILE SERVICES ADMINISTRATION HAD A TOTAL BUDGET OF $29,079,894, WITH 41.8 PERCENT OF THAT AMOUNT GOING TO JUVENILE INSTITUTIONS, 27.7 PERCENT OF COMMUNITY AND RESIDENTIAL SERVICES, 27.3 PERCENT TO JUVENILE COURT SERVICES, AND 3.2 PERCENT TO HEADQUARTERS ADMINISTRATION. AREAS TREATED IN HIGHLIGHTING JUVENILE COURT SERVICES ARE MANNER OF HANDLING CASES; SOURCE OF REFERRAL; JUVENILE COURT TRENDS; DISPOSITION; CASE RATES; MAJOR REASONS FOR REFERRAL; CASES INVOLVING CHILDREN IN NEED OF SUPERVISION; CASES INVOLVING CHILDREN IN NEED OF ASSISTANCE; SEX RATIO; RACE; AGE; AGE BY TYPE OF CASE; PARENTAL STATUS; AND TYPE OF GUARDIAN. THE NATURE OF EACH COMMUNITY-BASED PROGRAM AND THE NUMBER OF ADMISSIONS TO EACH IS CONTAINED IN THE REPORT OF THE DIVISION OF COMMUNITY SERVICES. AN OVERALL DECREASE IN ADMISSIONS IS NOTED FROM 1976 TO 1977. IN THE REPORT OF THE DIVISION OF INSTITUTIONAL SERVICES, STATISTICS ARE GIVEN FOR EACH INSTITUTION REGARDING NUMBER OF ADMISSIONS, REASONS FOR ADMISSION, NUMBER RELEASED, AND AVERAGE LENGTH OF STAY. TABLES AND GRAPHS ARE PRESENTED FOR ALL STATISTICAL INFORMATION. PROGRAMS FUNDED AND AMOUNTS GIVEN BY FEDERAL GRANTS ARE ALSO LISTED. (RCB)
