UTAH STANDARDS ARE PRESENTED WHICH DEAL WITH PATROL FORCE USAGE, TEAM POLICING, AND PREPARATION FOR HANDLING RIOTS AND CURBING DISTURBANCES; VARIOUS KINDS OF OPERATION SPECIALIZATIONS WITHIN A DEPARTMENT ARE DESCRIBED.
Abstract
THIS VOLUME IS ONE OF FOUR IN A SERIES DESIGNED TO ASSIST THE CHIEFS AND SHERIFFS OF THE STATE IN THE PERFORMANCE OF THEIR DUTIES. A TEAM POLICING PLAN IS RECOMMENDED WHEN RESEARCH AND TESTING INDICATE THAT SUCH A SYSTEM WOULD ENABLE AN AGENCY TO USE ITS RESOURCES MORE EFFICIENTLY. POLICE CHIEF EXECUTIVES ARE URGED TO DEVELOP PLANS IMMEDIATELY FOR THE EFFECTIVE COMMAND AND CONTROL OF POLICE RESOURCES DURING MASS DISORDERS AND NATURAL DISASTERS. SUCH PLANS WOULD BE DEVELOPED AND APPLIED IN COOPERATION WITH ALLIED LOCAL, STATE, AND FEDERAL AGENCIES. THE POLICE CHIEF EXECUTIVE IS TO BE GIVEN RESPONSIBILITY TO COMMAND ALL POLICE RESOURCES INVOLVED IN CONTROLLING UNUSUAL OCCURRENCES WITHIN HIS JURISDICTION, WITH THIS AUTHORITY TO BE PREEMPTED ONLY WHEN A STATE OF EMERGENCY IS DECLARED BY THE GOVERNOR, WHEN LOCAL AUTHORITY BREAKS DOWN, OR WHEN COMMAND AUTHORITY IS TRANSFERRED BY PRIOR AGREEMENT. STANDARDS OFFERED FOR UNUSUAL OCCURRENCES INCLUDE THE FOLLOWING: THE ESTABLISHMENT OF AN ORGANIZATION WITHIN THE AGENCY CAPABLE OF RAPID AND ORDERLY ACTIVATION, ASSEMBLY, AND DEPLOYMENT OF ALL NEEDED AGENCY RESOURCES; THE DEVELOPMENT OF A SYSTEM FOR THE ARREST, PROCESSING, TRANSPORTATION, AND DETENTION OF LARGE NUMBERS OF PERSONS; AND THE FORMATION OF REGULAR TRAINING COURSES FOR SELECTED PERSONNEL AT ALL LEVELS THAT WILL PREPARE THEM FOR VARIOUS PHASES OF OPERATIONS IN CASE OF UNUSUAL OCCURRENCES. THE ROLE OF THE PATROL OFFICER IS SEEN AS THE MOST IMPORTANT ELEMENT OF THE POLICE AGENCY, AND THEREFORE IS TO BE DEVELOPED TO THE HIGHEST PROFICIENCY WITH AS MUCH FLEXIBILITY AS FEASIBLE. IT IS RECOMMENDED THAT SPECIALIZED OPERATIONS BE DEVELOPED ONLY AFTER THOROUGH ANALYSIS OF A SPECIFIC PROBLEM SHOWS THAT SPECIALIZATION IS REQUIRED. SUCH SPECIAL OPERATIONS WOULD REQUIRE PERSONNEL TO BE TRAINED TO DEAL WITH THE TARGET PROBLEM. AN ANNUAL REVIEW OF THE EFFECTIVENESS OF EACH AGENCY SPECIALIZATION IS URGED. OPERATIONS DISCUSSED ARE: JUVENILE OPERATIONS; TRAFFIC OPERATIONS; SPECIAL CRIME TACTICAL FORCES; VICE OPERATIONS; NARCOTIC AND DRUG INVESTIGATIONS; AND INTELLIGENCE OPERATIONS. EACH STANDARD IS FOLLOWED BY A BRIEF RECOMMENDATION SUGGESTING THE MOST APPROPRIATE GROUP TO IMPLEMENT THE STANDARD.
