THE ANNUAL REPORT PROVIDES A LIST OF VARIOUS VIOLATIONS, CRIMES AND OFFENSES COMMITTED, SOCIAL CONDITIONS OF THE PRISONERS, ACCIDENT INVESTIGATION DATA, AN ANALYSIS OF STOLEN PROPERTY, AND DEPARTMENTAL EXPENDITURES FOR 1977.
Abstract
THE DEPARTMENT MADE MORE ARRESTS AND GAVE MORE CITATIONS IN 1977 THAN IN 1976, BUT WAS UNDERSPENT BY $109,000 IN ITS BUDGET. ARRESTS INCREASED BY 4,753 FROM THE PREVIOUS YEAR, BUT MAJOR OFFENSES DECREASED BY 14.7 PERCENT. THE RATE OF RECOVERY FOR STOLEN PROPERTY INCREASED BY OVER $200,000, ALTHOUGH THE NET LOSSES FOR BOTH 1976 AND 1977 WERE ABOUT THE SAME. ACCIDENTS TOTALED 9,135 WITH 19 FATALITIES (THE HIGHEST FATALITY RATE FOR THE 1970'S). THE YOUTH AND COMMUNITY SERVICES BUREAU WAS DESIGNED TO ESTABLISH AND MAINTAIN COMMUNICATIONS AND COOPERATION BETWEEN THE POLICE DEPARTMENT AND THE COMMUNITY IN THE PREVENTION OF CRIMINAL ACTS. DURING 1977, A CLEARANCE RATE OF 77 PERCENT OF THE CASES ASSIGNED WAS ACHIEVED, COMPARED TO A RATE OF 90 PERCENT DURING 1975. AMONG JUVENILES, 855 WERE CHARGED AS DELINQUENTS, WITH 95 REFERRED TO THE JUVENILE COURT, 346 RELEASED TO THE CUSTODY OF THEIR PARENTS, AND 67 REFERRED TO OTHER AGENCIES. THE TRAINING AND PERSONNEL DIVISION, WHICH PROVIDES POLICE PERSONNEL WITH APPROPRIATE SKILLS, KNOWLEDGE, AND ATTITUDES TO ENFORCE THE LAW, HAD A TOTAL OF 14,406 HOURS SPENT IN TRAINING BY EMPLOYEES.
