THE ORGANIZATION, POWERS, AND DUTIES OF SECTIONS AND INDIVIDUAL BUREAUS OF THE NEW JERSEY STATE POLICE DURING FISCAL 1977 ARE PRESENTED. A BRIEF STATISTICAL ANALYSIS OF INVESTIGATIONS AND ACTIVITIES IS INCLUDED.
Abstract
THE DIVISION OF STATE POLICE IS ONE OF EIGHT DIVISIONS OF THE DEPARTMENT OF LAW AND PUBLIC SAFETY. THROUGH HIS STAFF THE DEPUTY SUPERINTENDENT OF THE DIVISION IS RESPONSIBLE FOR FIVE POLICE COMMANDS. AN ORGANIZATIONAL CHART IS PROVIDED. THE INTERNAL AFFAIRS BUREAU CONSISTS OF A STAFF INSPECTION UNIT WHICH CONDUCTS FIELD INSPECTIONS AND AUDITS, AN INTERNAL INVESTIGATION UNIT DESIGNED TO EVALUATE COMPLAINTS AGAINST SWORN OFFICERS, AND THE INTELLIGENCE BUREAU, PLANNING AND RESEARCH BUREAU, COMPUTER BUREAU, AND PUBLIC INFORMATION BUREAU WHICH GATHER, PROCESS, AND DISSEMINATE INFORMATION NECESSARY TO POLICY FORMULATION AND INVESTIGATIVE AND ENFORCEMENT ACTIVITIES. THE ADMINISTRATIVE SECTION IS COMPRISED OF LOGISTIC, BUDGET, PERSONNEL, AND TRAINING BUREAUS. THE TRAINING BUREAU'S DEPARTMENTS OF POLICE SCIENCE, CRIMINAL SCIENCE, TRAFFIC SCIENCE, AND SOCIAL SCIENCE HAVE PROVIDED INSERVICE TRAINING FOR DIVISION PERSONNEL AND FOR MUNICIPAL AND COUNTY LAW ENFORCEMENT PERSONNEL. THE FIREARMS INVESTIGATION UNIT AND THE UNIFORM CRIME REPORTING UNIT, UNDER THE RECORDS AND IDENTIFICATION SECTION, ARE RESPONSIBLE FOR THE FIREARMS CONTROL PROGRAM AND THE DEVELOPMENT OF STATISTICAL CRIME DATA AND ITS ANALYSIS RESPECTIVELY. THE INTERNAL RECORDS BUREAU PROCESSES ALL POLICE INVESTIGATION REPORTS. THE FINGERPRINT RECORDS BUREAU IS COMPOSED OF UNITS RESPONSIBLE FOR RECEIVING, RECORDING AND CLASSIFYING INCOMING FINGERPRINTS. THE THREE BRANCHES OF THE CRIMINAL INVESTIGATION BUREAU ARE RESPONSIBLE FOR THE INVESTIGATION OF AUTO CRIME, ARSON, AND HOMICIDE. SPECIALIZED UNITS HANDLE POLYGRAPHIC LIE DETECTION, REGULATION OF PRIVATE DETECTIVES, MONITORING OF RACETRACKS, AND SECURITY CLEARANCES. FURTHER INVESTIGATION IS CARRIED OUT BY THE ORGANIZED CRIME BUREAU AND THE NARCOTICS BUREAU. BESIDES TRAFFIC RELATED MATTERS AND PROGRAMS THE OPERATIONS SECTION HANDLES HELICOPTER LIAISON SERVICES, CIVIL DISORDER PLANNING AND CONTROL, AND TELECOMMUNICATIONS. (JAP)
