ALTERNATIVE INTERVENTION IS DISCUSSED RELATIVE TO JUVENILE CORRECTIONAL FACILITY PROGRAMS IN THE UNITED STATES.
Abstract
NEW PROGRAMS ALONG THE LINE OF GROUP HOMES ARE PRESENTED AS ALTERNATIVES TO LARGE JUVENILE INSTITUTIONS. GROUP HOMES ARE DESIGNED TO PROVIDE HELP FOR BEHAVIORALLY DISORDERED CHILDREN. KENTUCKY, NEW YORK, AND FLORIDA ARE EXPLORING OTHER ALTERNATIVES AND PROCEDURES FOR LARGE INSTITUTIONAL PROGRAMS. THE TEACHING FAMILY, EDUCATEUR PROGRAMS, AND THE RESOURCE ROOM TEACHER ARE DIFFERENT ALTERNATIVES SUGGESTED TO IMPROVE THE INSTITUTIONAL SITUATION FOR JUVENILES. THE TEACHING FAMILY, A SPECIAL PROGRAM WHICH PREPARES SELECTED ADULTS TO ACT AS PARENT MODELS, OPERATES WITH THE SAME CONSTRAINTS AS REGUALAR GROUP HOMES. ONCE THESE PARENTS ARE TRAINED, CHILDREN WITH SEVERE BEHAVIOR PROBLEMS ARE PLACED WITH THEM IN A FAMILY-STYLE HOME. THE EDUCATEUR PROGRAM IS AN ALTERNATIVE TO HELPING BEHAVIORALLY DISORDERED YOUNGSTERS WHILE NOT HOUSING THEM IN ANY TYPE OF RESIDENTIAL FACILITY. EDUCATEURS ARE TRAINED TO COPE WITH BEHAVIORAL DISORDERS IN A SCHOOL COMMUNITY SETTING. THE PROGRAM IS A COMPOSITE OF EDUCATION, SOCIAL WORK, AND PSYCHOLOGY. EDUCATEURS PROVIDE ACADEMIC INFORMATION, HELP WITH SOCIAL PROBLEMS, AND PROVIDE ASSISTANCE AND UNDERSTANDING. THE RESOURCE ROOM TEACHER PROGRAM CONCENTRATES ON HELPING JUVENILES WITH LEARNING AND BEHAVIORAL NEEDS WHICH ARE CAUSED BY HOME, SCHOOL, AND COMMUNITY PROBLEMS. THE PROGRAM INCLUDES SMALL GROUP 'RAP' SESSIONS, DIAGNOSTIC REMEDIAL INSTRUCTION, AND CONSISTENT INDIVIDUAL INTERACTION BETWEEN STAFF MEMBERS AND STUDENTS. OTHER COMMUNITY-BASED PROGRAMS ARE PROVIDED THROUGH WELFARE DEPARTMENTS, YOUTH SERVICES BUREAUS, ADVOCACY AND VOLUNTEER PROGRAMS, AND POLICE DEPARTMENTS. FOOTNOTES ARE PROVIDED.
