Abstract
THIS PRESENTATION IS CONCERNED WITH: 1) MODERN ENFORCEMENT METHODS AND TECHNIQUES, TOGETHER WITH IMPROVEMENTS IN THE EDUCATION AND TRAINING OF DRIVERS; 2) MODERN TRAFFIC ENGINEERING CONCEPTS WHICH PROVIDE FOR THE REDUCTION OF DRIVER DECISIONMAKING SITUATIONS AND THE COMPATIBILITY OF THE HIGHWAY SYSTEM WITH DRIVER BEHAVIOR AND VEHICLE KINEMATIC AND DYNAMIC CHARACTERISTICS; AND 3) REALISTIC LAWS DESIGNED TO PREVENT COLLISION AND CONGESTION, ENFORCED BY POLICE OFFICERS SPECIALLY TRAINED FOR TRAFFIC WORK. THE SPECIFIC AREAS TREATED INCLUDE THE PROCESS OF IDENTIFYING OVERALL TRAFFIC PROBLEM AREAS AND STRATEGICALLY DIRECTING RESOURCES TO REMEDY THE SITUATION, AS WELL AS THE COLLECTION OF HISTORICAL DATA ON TRAFFIC PROBLEMS FOR ASSESSMENT OF OVERALL CAUSE AND EFFECT. ONE CHAPTER IS DESIGNED TO HELP POLICE OFFICERS RECOGNIZE SOME OF THE FACTORS, BOTH IN THEMSELVES AND IN THE CITIZENS THEY STOP, THAT CONTRIBUTE TO THE TRAFFIC STOP BEING A POSITIVE, NEUTRAL, OR NEGATIVE LEARNING EXPERIENCE FOR THE DRIVER. TRAFFIC DIRECTING WHICH EMPHASIZES THE PRACTICAL ASPECTS OF UNIFORM SIGNALS AND GESTURES IS TREATED, ALONG WITH FLARE PATTERNS. TRAFFIC LAWS AND THEIR PURPOSE ARE DISCUSSED, AND THE ACCIDENT INVESTIGATION PROCESS IS EXAMINED. ACCIDENT INVESTIGATION PROBLEMS WHICH FOCUS ON CRITICAL ISSUES IN TERMS OF METHOD AND EVIDENCE REQUIRED FOR THE ESTABLISHMENT OF TRAFFIC VIOLATIONS ARE GIVEN SPECIAL TREATMENT. A FINAL CHAPTER IS DEVOTED TO AN INDEPTH EXPLORATION OF THE TECHNIQUES OF DETERMINING SPEED FROM SKID MARKS. A TOPICAL BIBLIOGRAPHY IS INCLUDED, ALONG WITH AN INDEX. (RCB)
