THE PLANNING, OPERATION, AND POSSIBILITIES OF A DATA BASE SHARING SYSTEM TO SERVE ALL LAW ENFORCEMENT AND COURT AGENCIES IN A COUNTY ARE PRESENTED. THE SYSTEM DESCRIBED HAS BEEN IN OPERATION SINCE 1970.
Abstract
THE COUNTY LAW ENFORCEMENT APPLIED REGIONALLY/CRIMINAL JUSTICE INFORMATION SYSTEM (CLEAR/CJIS) IS A DATA BASE SHARING SYSTEM UTILIZING COMPUTER SOFTWARE TO SERVE ALL LAW ENFORCEMENT AGENCIES IN HAMILTON COUNTY, WITH MORE THAN 50 AGENCIES PARTICIPATING IN A CONTROLLED AND DISCIPLINED ENVIRONMENT. EACH AGENCY'S ACCESSIBILITY TO THE SYSTEM IS MANAGEMENT-CONTROLLED THROUGH AUTHORIZATION AGREEMENTS, AND MONITORED THROUGH HARDWARE AND SOFTWARE PROCESSES, ACCESS MNEMONICS, AND TERMINAL CLASSIFICATIONS WHICH ESTABLISH AND CONTROL THE OPERATING PARAMETERS OF THE INDIVIDUAL USER. THE SINGLE FILE/SINGLE RECORD CONCEPT OF DATA BASE SHARING SERVES AS THE BEST ASSURANCE TO A RECORD'S COMPLETENESS AND ACCURACY. EACH OF THE MORE THAN 50 AGENCIES DEALS WITH A SINGLE RECORD FOR A SUBJECT PERSON OR ARTICLE AS IT PROGRESSES THROUGH THE CLEAR/CJIS SUBJECT-IN-PROCESS SYSTEM. DATA BASE SHARING PERMITS COMPONENTS OF THE SUBJECT-IN-PROCESS SYSTEM TO APPEND DATA ELEMENTS PERTINENT TO THEIR ROLE AND RESPONSIBILITY TO THE SINGLE RECORD ENTRIES MADE BY OTHER AGENCIES IN THE CJIS SYSTEM. EACH AGENCY IS THEN INDIVIDUALLY RESPONSIBLE FOR THE COMPLETENESS AND ACCURACY OF ITS SPECIFIC DATA BASE ELEMENTS. AN INDIVIDUAL AGENCY DOES NOT HAVE THE ABILITY TO ALTER ANOTHER AGENCY'S DATA BASE ENTRIES OR ELEMENTS. THIS IS CONTROLLED AND MONITORED BY SECURITY SOFTWARE. IN A SHARED DATA BASE ENVIRONMENT, THERE IS MINIMAL DUPLICATION OF EFFORT OR FILES, THEREBY REDUCING COST AND THE POTENTIAL FOR ERROR. EACH COMPONENT OF THE SYSTEM IS SINGLY RESPONSIBLE FOR ITS OWN DATA ELEMENT COMPLETENESS AND ACCURACY. BY COMBINING THESE INDIVIDUALLY VALIDATED DATA BASE ELEMENTS INTO A 'SINGLE RECORD' SYSTEM, THE COMPLETENESS, ACCURACY, AND INTEGRITY OF THE COMPLETE SINGLE RECORD IS UNDER CONTINUAL SCRUTINY AND VALIDATION BY ALL OF THE AGENCIES RESPONSIBLE FOR THE TOTAL RECORD.
