ABSTRACTS OF SIX PAPERS ON PROJECT CREST (CLINICAL REGIONAL SUPPORT TEAMS), AN INNOVATIVE APPROACH TO THE PROBLEM OF JUVENILE DELINQUENCY IN FLORIDA, ARE PRESENTED.
Abstract
PROJECT CREST (CLINICAL REGIONAL SUPPORT TEAMS) IS AN INNOVATIVE, LEAA-FUNDED ACTION PROJECT USING PAID AND VOLUNTEER COUNSELOR EDUCATION STUDENTS AND UNDERGRADUATE TUTORS LED BY PAID COUNSELOR EDUCATION DOCTORAL INTERNS TO PROVIDE DIAGNOSTIC, COUNSELING, AND CONSULTATIVE SERVICES FOR SOME 200 JUVENILE DELINQUENT CHILDREN REFERRED EACH YEAR BY THE STATE DIVISION OF YOUTH SERVICES. THE PROGRAM IS DISTINCTIVE IN THAT ITS ASSESSMENT, COUNSELING, AND COUNSULTING SERVICES DO NOT REPLACE, BUT RATHER AUGMENT REGULAR DIVISION OF YOUTH SERVICES PROBATION TREATMENT IN THE SIX NORTHERN FLORIDA COMMUNITIES SERVED, RESULTING IN ONGOING 'DUAL TREATMENT' FOR CREST CLIENTS. THE SIX PRESENTATIONS ABSTRACTED HERE ARE FROM THE ANNUAL MEETING OF THE AMERICAN PERSONNEL AND GUIDANCE ASSOCIATION. AN INTRODUCTION TO PROJECT CREST, DISCUSSES THE NEED FOR IT AND BRIEFLY TREATS THE WAY REFERRALS ARE HANDLED, CLIENT CHARACTERISTICS, THE CREST DUAL TREATMENT CONCEPT, AND THE COUNSELING METHODS USED. THE SECOND PAPER DEALS WITH THE CREST TEAMS OF GRADUATE STUDENTS; THE TEAM LEADER WHO SUPERVISES THE COMMUNITY MEMBERS MEETS WEEKLY WITH THE DIRECTOR, AND ON ALTERNATE WEEKS THE ENTIRE STAFF MEETS FOR DIALOGUE AND TRAINING, ALL OF THIS IN ADDITION TO REGULAR WEEKLY COUNSELING SUPERVISION WITH FACULTY MEMBERS IN THE UNIVERSITY COUNSELING EDUCATION DEPARTMENT. THE TRAINING OF PROJECT STAFF TO BE EFFECTIVE WITH A DIFFICULT CLIENT POPULATION INCLUDES GUEST SPEAKERS FROM THE JUVENILE JUSTICE SYSTEM AND COMMUNITY AGENCIES INVOLVED WITH THE TARGET POPULATION. THE TEAM MEMBERS' ATTEMPT TO FUNCTION AS COMMUNITY CHANGE AGENTS AS WELL AS PERSONAL COUNSELORS IS DISCUSSED. FINDINGS OF RESEARCH STUDIES CONCERNING THE PROJECT'S EFFECTIVENESS, TOGETHER WITH THE PROBLEM AND PITFALLS ENCOUNTERED IN SUCH RESEARCH, ARE CONSIDERED. THE LAST PAPER DESCRIBES FUNDING RESOURCES NOW AVAILABLE TO THE COUNSELING PROFESSION FOR PROJECTS WITH A DELINQUENT POPULATION, PLUS NECESSARY STEPS IN OBTAINING THESE FUNDS.
