A CONSULTANT'S EVALUATION OF THE FACILITY, OPERATIONAL, AND PROGRAM NEEDS AND PROBLEMS OF A MICHIGAN COUNTY SHERIFF'S DEPARTMENT IS DOCUMENTED.
Abstract
THE GOAL OF THE STUDY WAS TO PROVIDE BRANCH COUNTY WITH AN ANALYSIS AND ASSESSEMENT OF CURRENT AND LONG-TERM NEEDS FOR DETENTION, CORRECTIONS, AND LAW ENFORCEMENT SERVICES AND FACILITIES. THE CONSULTANT'S FINAL REPORT OFFERS AN OVERVIEW OF THE STUDY'S MAJOR FINDINGS; DETAILS OF PROBLEMS AND NEEDS RELATED TO DENTENTION, CORRECTIONS, AND LAW ENFORCEMENT SERVICES; AND ALTERNATIVE SOLUTIONS TO THE PROBLEMS IDENTIFIED. OPTIONS FOR EXPANDING OR REPLACING THE EXISTING FACILITIES OF THE SHERIFF'S DEPARTMENT ARE ANALYZED, AND A PRELIMINARY FLOOR PLAN FOR ONE OF THE OPTIONS IS PRESENTED. THE CONSULTANT RECOMMENDS THAT THE COUNTY CAREFULLY CONSIDER EACH OF THE FACILITY OPTIONS IN LIGHT OF THE STUDY FINDINGS. AMONG OTHER RECOMMENDATIONS ARE THAT AN ADDITIONAL CORRECTIONAL OFFICER BE HIRED, THAT A TRAINING PROGRAM FOR JAIL STAFF BE INSTITUTED, AND THAT THE COUNTY ESTABLISH A POSITION OF CORRECTIONS SPECIALIST WITHIN THE JAIL. THESE AND OTHER RECOMMENDATIONS ARE DISCUSSED AT LENGTH. SUPPORTING DATA AND DOCUMENTATION -- COUNTY CRIME DATA, THE RESULTS OF RESEARCH ON JAIL AND COURT OPERATIONS, DATA ON COMMUNITY RESOURCES, SPACE NEED PROJECTIONS, STUDY INSTRUMENTS, AND DETAILS OF ALTERNATIVE SOLUTIONS -ARE APPENDED.
