THE PHILOSOPHY, BACKGROUND, ORGANIZATION, AND OFFERINGS OF ENGLAND'S POLICE COLLEGE AT BRAMSHILL ARE DISCUSSED.
Abstract
BRAMSHILL OFFERS A HIERARCHY OF COURSES DESIGNED TO PREPARE POLICE OFFICERS FOR ADVANCEMENT THROUGH THE COMMAND STRUCTURE. TRAINING FOR SENIOR COMMAND IS IN TWO PARTS: A COURSE TO PREPARE SUPERINTENDENTS TO ASSUME COMMAND OF A DIVISION OR DEPARTMENT; AND A COURSE TO PREPARE SELECTED OFFICERS FOR THE HIGHEST POSTS IN ENGLAND'S POLICE SERVICES. SENIOR POLICE OFFICERS FROM OVERSEAS ALSO ATTEND THE LATTER COURSE. THE COLLEGE ALSO OFFERS THREE OTHER COURSES: A SPECIAL COURSE DESIGNED TO TRAIN PROMISING YOUNG OFFICERS TO ASSUME THE RANK OF SERGEANT; THE INSPECTORS' COURSE, WHICH PREPARES INSPECTORS TO ASSUME MIDDLE MANAGEMENT RESPONSIBILITIES; AND A 3-MONTH OVERSEAS COMMAND COURSE FOR SENIOR OVERSEAS OFFICERS. THE SYSTEMS APPROACH TAKEN BY THE COLLEGE TO PLANNING A NEW COURSE CONCEIVES OF A COURSE AS HAVING A KNOWLEDGE BASE AND A SKILLS BASE. A NEW JUNIOR COMMAND COURSE IS BEING DEVELOPED WITHIN THIS FRAMEWORK. A SCHEMATIC REPRESENTATION OF COMMAND RESPONSIBILITIES RELATIVE TO PUBLIC ORDER SITUATIONS -- ONE OF THE THEMES TO BE TREATED IN A MODULE OF THE PLANNED JUNIOR COMMAND COURSE -- IS INCLUDED. (LKM)
