PLANS FOR THE PILOT PHASE OF A PROGRAM DESIGNED TO ACCUSTOM INMATES TO HOLDING A JOB AND ASSUMING THEIR OWN FINANCIAL RESPONSIBILITIES ARE REPORTED.
Abstract
THE 4-YEAR PILOT PROGRAM WILL INVOLVE 80 INMATES AT THE JOYCEVILLE INSTITUTION, A MEDIUM-SECURITY PENITENTIARY IN ONTARIO, CANADA. IF THE PROJECT IS SUCCESSFUL, IT WILL BE REPRODUCED IN CANADA'S OTHER FEDERAL PENITENTIARIES. THE PILOT PLANT AT JOYCEVILLE WILL MANUFACTURE METAL PRODUCTS FOR USE BY FEDERAL GOVERNMENT DEPARTMENTS. INMATES WILL APPLY FOR POSITIONS AS THEY WOULD IN PRIVATE INDUSTRY AND, IF HIRED, WILL BE PAID UP TO THE FEDERAL MINIMUM WAGE. INMATES WILL WORK AN 8-HOUR DAY, MONDAY THROUGH FRIDAY, EXCEPT FOR HOLIDAYS. THEIR SALARIES WILL BE SUBJECT TO INCOME TAX, UNEMPLOYMENT INSURANCE, AND OTHER DEDUCTIONS. THE INMATE WORKERS WILL CONTRIBUTE A PERCENTAGE OF THEIR SALARIES TOWARD THEIR OWN AND THEIR DEPENDENTS' MAINTENANCE. HIRING AND FIRING DECISIONS WILL BE MADE BY A THREE-PERSON COMMITTEE. THE PROGRAM WILL BE EVALUATED IN TERMS OF PARTICIPANTS' WORK PERFORMANCE BEFORE AND AFTER RELEASE AND IN TERMS OF BEHAVIORAL AND ATTITUDINAL CHANGES. (LKM)
