Abstract
THE SOLICITOR GENERAL'S RESPONSE IS SUPPLIED WHERE APPROPRIATE, AND THEN THE PROGRESS TO DATE IS NOTED. THE LONGER RESOLUTIONS ARE BROKEN DOWN INTO PARTS WITH THE CORRESPONDNG IMPLEMENTATION PLAN. THE RECOMMENDATIONS COVER MANAGEMENT REFORM, IMPROVED PAY AND PROMOTION POLICIES, IMPROVED INMATE PROGRAMS, THE ESTABLISHMENT OF VOCATIONAL PROGRAMS AND OTHER EDUCATIONAL OPPORTUNITIES, IMPROVED HANDLING OF INMATE GRIEVANCES, A LONG-RANGE CONSTRUCTION PROGRAM, AND THE ESTABLISHMENT OF A CITIZENS ADVISORY COMMITTEE ON THE PENITENTIARY SYSTEM.
