CRIME STATISTICS AND DEPARTMENTAL OPERATIONS AND DEVELOPMENTS ARE REPORTED.
Abstract
THE CRIME STATISTICS REPORTED REFLECT A 2 PERCENT DECREASE IN INDEX CRIME DURING THE YEAR. THE CLEARANCE RATE FOR INDEX CRIMES WAS 31 PERCENT, SLIGHTLY HIGHER THAN THE 1976 RATE OF 28 PERCENT. THE YEAR WAS MARKED BY SEVERAL INNOVATIONS IN THE POLICE TRAINING PROGRAM, INCLUDING THE ADOPTION OF NEW TESTING AND EVALUATION METHODS. A STAFF PSYCHOLOGIST WAS HIRED TO AID IN THE TRAINING AND COUNSELING OF POLICE PERSONNEL. A MANPOWER ALLOCATION PROGRAM WAS INITIATED TO INSURE THE MOST EFFECTIVE UTILIZATION OF PATROL RESOURCES. THE CRIME ANALYSIS UNIT, FUNDED THROUGH LEAA GRANT, WAS FORMED TO STUDY CRIME TRENDS AND PATTERNS WITH A VIEW TOWARD BENEFITING PATROL PERSONNEL. A TEAM POLICING PROJECT ALSO ENTERED THE PLANNING STAGE. THE PROJECT WILL BE A CONCENTRATED EFFORT TO REDUCE CRIME IN A SPECIFIC NEIGHBORHOOD WITH POLICE TECHNIQUES WHICH, IF EFFECTIVE, MAY BE APPLIED CITYWIDE. TRAFFIC AND CRIME STATISTICS ARE INCLUDED, WITH OFFENSES INDICATED BY CENSUS TRACT. BUDGET APPROPRIATIONS AND PERSONNEL RESOURCES ARE ALSO REPORTED. (RCB)
