THIS DOCUMENT CONSOLIDATES ALL THE JUVENILE JUSTICE MATERIALS FROM THE 1978 CONNECTICUT COMPREHENSIVE PLAN INTO A SINGLE VOLUME. IT INCLUDES FLOW CHARTS, RESOURCE LISTS, PROBLEM ANALYSES, AND ACTION PLANS.
Abstract
THIS VOLUME WAS COMPILED TO ENABLE SCHOOLS, PRIVATE AGENCIES, AND OTHERS BEYOND THE TRADITIONAL JUVENILE JUSTICE SYSTEM TO BECOME MORE INVOLVED WITH DELINQUENCY PREVENTION AND JUVENILE OFFENDER REHABILITATION. FOLLOWING A COMPREHENSIVE FLOW CHART AND NARRATIVE EXPLANATION OF THE JUVENILE JUSTICE SYSTEM IN THE STATE, DETAILED EXPLANATIONS ARE GIVEN OF THE DIVERSION PROGRAMS AND CORRECTIONS PROGRAMS IN OPERATION. MAPS SHOW THE DIVISIONS OF THE JUVENILE COURT SYSTEM. AN ANNUAL REPORT FOR 1975 DETAILS BUDGET FIGURES, NUMBER OF PERSONNEL IN EACH DIVISION, AND CASES HANDLED BY CONNECTICUT'S JUVENILE COURT. THE WORK OF THE DEPARTMENT OF CHILDREN AND YOUTH SERVICES IS DETAILED AND LEAA GRANTS TO THIS DEPARTMENT ARE LISTED INCLUDING AMOUNT OF FUNDING AND PURPOSES. STATISTICS FOR THE DEPARTMENT ARE INCLUDED IN TABULAR FORM. ATTACHMENTS DESCRIBE THE MAJOR RESOURCES AVAILABLE THROUGH THE COMMUNITY: THE YOUTH SERVICES SYSTEM, MENTAL HEALTH FACILITIES, COMMUNITY-BASED GROUP HOMES, TITLE 10 SOCIAL SERVICES, VOLUNTEER PROGRAMS, AND THE YOUTH ADVOCACY/COLLABORATION THROUGH THE DEINSTITUTIONALIZATION OF STATUS OFFENDERS PROJECT. THE PROBLEM ANALYSIS SECTION PRESENTS DATA ON CRIME, SOCIOECONOMIC FACTORS, AND DEMOGRAPHIC FACTORS. THIS SECTION ALSO DETAILS RECORDS HANDLING, MANAGEMENT OF THE JUVENILE JUSTICE SYSTEM, AND PROBLEMS OF SERVICE DELIVERY. CHARTS PRESENT PROBLEM STATEMENTS, OBJECTIVES FOR THE YEARS 1977 THROUGH 1980, AND SUBGOALS AND RESULTS INDICATORS. AN EXECUTIVE SUMMARY OF 1978 JUVENILE JUSTICE PROGRAMS IS APPENDED. (GLR)
