Abstract
THE REPORT OPENS WITH THE UNITED NATIONS GENERAL ASSEMBLY RESOLUTION THAT CREATED THE AD HOC COMMITTEE. A SUMMARY OF THE PROGRESS MADE BY THE COMMITTEE DURING ITS 19 MEETINGS IN AUGUST 1977 IS FOLLOWED BY A DETAILED ACCOUNT OF EACH MEETING. THE GENERAL DEBATE OVER SUBSTANTIVE ISSUES AND DISCUSSIONS OF PROPOSED CONVENTIONS ARE DOCUMENTED IN DETAIL. MUCH OF THE DEBATE CONCERNS THE SCOPE AND DEFINITION OF THE CONVENTION. COPIES OF THE WORKING PAPERS CONSIDERED BY THE COMMITTEE DURING ITS 10TH TO 17TH MEETINGS -- INCLUDING A COMPLETE DRAFT CONVENTION SUBMITTED BY THE FEDERAL REPUBLIC OF GERMANY - ARE INCLUDED. THE COMMITTEE WAS UNABLE TO PRODUCE A DRAFT CONVENTION AND REQUESTED THAT IT BE PERMITTED TO CONTINUE ITS WORK IN 1978. MEMBER STATES REPRESENTED ON THE AD HOC COMMITTEE ARE LISTED. (LKM)
