THE OBJECTIVES OF A POLICE TRAFFIC SERVICE PROJECT ARE DISCUSSED, ALONG WITH PROGRAMS AND TECHNIQUES DESIGNED TO ACHIEVE THEM. PROBLEMS AND LIMITATIONS INVOLVED IN THE EXECUTION OF THE SAFETY EFFORT ARE REVIEWED.
Abstract
INTENDED AS A REFERENCE SOURCE, THIS TEXT IS DESIGNED TO ACQUAINT THE HIGHWAY SAFETY PLANNER WITH SUFFICIENT GENERAL AND TECHNICAL INFORMATION ON WHICH TO MAKE DECISIONS ON PROPOSED POLICE TRAFFIC SERVICE-RELATED PROJECTS AND MAKE VALID ASSUMPTIONS REGARDING THE QUALITY AND LEVEL OF POLICE TRAFFIC SERVICES WITHIN A JURISDICTION. IN TREATING THE TECHNICAL INFORMATION REGARDING POLICE TRAFFIC SERVICES, KEY ELEMENTS OR PRIMARY ASSESSMENT POINTS THAT SHOULD BE GIVEN MAJOR CONSIDERATION WHEN REVIEWING SPECIFIC SEGMENTS OF A POLICE PROGRAM ARE IDENTIFIED. INFORMATION AND REPORTING SYSTEMS FOR TRAFFIC SERVICES ARE DISCUSSED. GENERAL CONSIDERATIONS ABOUT POLICE TRAFFIC SERVICES EQUIPMENT ARE PRESENTED, AND SURFACE VEHICLES, AIRCRAFT, SPEED MEASURING DEVICES, AND INSTRUMENTS AND DEVICES USED IN CASES OF DRIVING WHILE INTOXICATED ARE SPECIFICALLY DISCUSSED. THE DETERMINATION OF TRAINING NEEDS, THE SETTING OF INSTRUCTIONAL OBJECTIVES, TYPES OF TRAINING, AND TRAINING CURRICULA ARE INCLUDED IN THE CHAPTER DEVOTED TO TRAINING. TO ASSIST IN IMPROVING THE EVALUATION AND ASSESSMENT OF POLICE TRAFFIC SERVICES PROGRAMS, A SUGGESTED PREIMPLEMENTATION CHECKLIST, THAT CAN BE USED TO DETERMINE IF ADEQUATE PROCEDURES HAVE BEEN ESTABLISHED TO ALLOW FOR A MEANINGFUL AND PRODUCTIVE MEASUREMENT OF THE INTENDED PROJECT RESULTS, IS PROVIDED. THE APPENDED MATERIALS INCLUDE INFORMATION REGARDING MANAGEMENT PRACTICES, ENFORCEMENT PROCEDURES, ACCIDENT INVESTIGATION, POLICE TRAFFIC SERVICES RESOURCES, AND ENFORCEMENT ACTIVITY STATISTICS. (RCB)
