A PROPOSAL FOR RESEARCH AIMED AT IDENTIFYING AND VALIDATING PERFORMANCE MEASURES FOR CRIME CONTROL-RELATED POLICE FUNCTIONS IS PRESENTED.
Abstract
THE PROPOSED RESEARCH IS INTENDED TO RESULT IN MEASURES FOR DETERMINING CRIME CONTROL GOAL ATTAINMENT AND THE MANNER IN WHICH POLICE-RELATED FACTORS (POLICE OUTPUTS, POLICE ACTIVITY, MANAGEMENT DECISIONMAKING) AND EXOGENOUS FACTORS (CITY AND SOCIAL CHARACTERISTICS) INFLUENCE GOAL ATTAINMENT. THE APPROACH TO MEASUREMENT DEVELOPMENT INVOLVES A CONCEPTUAL FRAMEWORK OF THE MANNER IN WHICH THE POLICE SUBSYSTEM CONTRIBUTES TO CRIMINAL JUSTICE GOALS. BACKGROUND INFORMATION PERTINENT TO THE NEED FOR POLICE PERFORMANCE INDICATORS IS PRESENTED. RESEARCHABLE PROBLEMS ASSOCIATED WITH DEFINING AND VALIDATING PERFORMANCE MEASURES ARE IDENTIFIED. THE CONCEPTUAL FRAMEWORK OF THE POLICE SUBSYSTEM/CRIMINAL JUSTICE SYSTEM RELATIONSHIP IS DISCUSSED AND ILLUSTRATED SCHEMATICALLY. A CHART INDICATING THE GOALS, OUTPUTS, ACTIVITIES, AND MANAGEMENT DECISIONS ON WHICH PERFORMANCE MEASURES ARE TO BE BASED IS PRESENTED. A WORKPLAN FOR THE PROPOSED RESEARCH IS OUTLINED, INCLUDING PLANS FOR BUILDING UPON THE CONCEPTUAL FRAMEWORK, CONDUCTING A LITERATURE REVIEW, AND USING A DELPHI PANEL TO DEVELOP PERFORMANCE MEASURES AND TO GUIDE THE RESEARCH. A RESEARCH BUDGET, DOCUMENTATION SUPPORTING THE QUALIFICATIONS OF THE POLICE FOUNDATION TO CONDUCT THE PROPOSED RESEARCH, AND A SELECTED BIBLIOGRAPHY ARE INCLUDED. (LKM)
