NATIONALIZATION OF THE SWEDISH POLICE IN 1956 HIGHLIGHTED THE NEED FOR EMPHASIS ON CRIME PREVENTIVE POLICE FUNCTIONS AND A SYSTEMATIC APPROACH TO POLICE CRIME PREVENTION ACTIVITES.
Abstract
FROM THE STANDPOINT OF THE SWEDISH ECONOMY, CRIME PREVENTION REPRESENTS A PROFITABLE INVESTMENT WHICH WILL RESULT IN BOTH SHORT-AND LONG-TERM SAVINGS FOR THE COMMUNITY. MOREOVER, BY PROVIDING PUBLIC INFORMATION AND ADVICE ON HOW TO PROTECT ONESELF FROM CRIMINAL ATTACKS, CITIZENS CAN AID POLICE IN THE EXECUTION OF CRIME PREVENTION DUTIES. POLICE REGULATIONS STIPULATE THAT CRIME PREVENTION IS A PRIORITY ACTIVITY TO BE CARRIED OUT BY ALL POLICE SERVICES. A 1959 GOVERNMENT CIRCULAR EMPHASIZES THE IMPORTANCE OF POLICE/SOCIAL SERVICES COLLABORATION IN CRIME PREVENTION THROUGH LOCAL COLLABORATIVE GROUPS, COMBINED STREET PATROLS, AND A CENTRAL COMMITTEE. DUTIES OF THE NATIONAL POLICE HEADQUARTERS INCLUDE FACILITATION OF CONTACTS AND COLLABORATION AMONG LOCAL FORCES, PROVISION OF PUBLIC INFORMATION, FACILITATION OF POLICE AND SOCIAL WELFARE AGENCY COOPERATION, PROVISION OF CRIME PREVENTION TRAINING FOR POLICE, AND COLLABORATION WITH THE NATIONAL DEPARTMENT OF EDUCATION. EACH LOCAL FORCE UNDER ITS CHIEF IS RESPONSIBLE FOR CARRYING OUT DISTRICT CRIME PREVENTION ACTIVITIES. MOST POLICE DEPARTMENTS HAVE A PROTECTION DEPARTMENT RESPONSIBLE FOR THESE DUTIES. GENERAL CRIME PREVENTION STRATEGIES WHICH ARE POSSIBLE INCLUDE INCREASING THE OFFENDERS' RISK OF APPREHENSION, ACTIVE DETECTION AND TREATMENT OF JUVENILES AND ADULTS AT RISK OF BECOMING CRIMINALS, EDUCATING CHILDREN IN RESPECT FOR THE LAW, AND EDUCATING THE PUBLIC IN SELF-PROTECTION. NORMAL TRAINING IN POLICE COLLEGES INCLUDES CRIME PREVENTION, AND A SERIES OF 20 WEEKLY LECTURES IS BEING GIVEN FOR SENIOR OFFICERS AND OTHER POLICEMEN WITH SPECIAL CRIME PREVENTION DUTIES. EFFECTIVE CRIME PREVENTION WILL REQUIRE COOPERATION AND SHARED RESPONSIBILITIES INVOLVING THE POLICE, THE PUBLIC, AND ALL INSTITUTIONS. COLLABORATION WILL BE PARTICULARLY IMPORTANT IN THE AREA OF JUVENILE DELINQUENCY PREVENTION. (JAP)
