THE 1975-1976 ANNUAL REPORT OF THE PENNSYLVANIA CRIME COMMISSION INCLUDES STUDY REPORTS AND DESCRIPTIONS OF INVESTIGATIVE ACTIVITIES AND COOPERATION WITH LAW ENFORCEMENT AGENCIES.
Abstract
THE COMMISSION EXAMINED CASES OF PUBLIC EMPLOYEES ACCUSED OF CONFLICT OF INTEREST AND SELF-DEALING. THIS INCLUDED AN ILLEGAL AWARD OF TOWNSHIP CONTRACTS IN POCONO COUNTY (PA.), AND ALLEGATIONS OF CORRUPTION AND OFFICIAL MISCONDUCT IN THE PUBLIC WORKS DEPARTMENT OF MARPLE TOWNSHIP (PA.). A STUDY OF THE QUALITY OF LAW ENFORCEMENT IN LIBERTY BOROUGH AND WEST MIFFLIN BOROUGH ARE ALSO REPORTED. THE COMMISSION CONDUCTED EXTENSIVE INVESTIGATIONS INTO THE EFFECTS OF ILLEGAL GAMBLING AND THE ABILITY OF THE CRIMINAL JUSTICE SYSTEM OF THE STATE TO COPE WITH THE ACTIVITY, AND PATTERNS OF SENTENCING IN ALLEGHENY COUNTY GAMBLING CASES ARE STUDIED. REPORTS ARE PRESENTED ON THE COMMITTEE'S EXAMINATION OF ALLEGED ABSENTEE VOTING IRREGULARITIES IN DELAWARE COUNTY, FRAUDULENT COUPON REDEMPTION SCHEMES, AND ABUSES AND CRIMINALITY IN THE BAIL BOND BUSINESS IN THE STATE. A CASE STUDY OF SYNDICATED GAMBLING IN BUCKS COUNTY IS DISCUSSED WITH REGARD TO MIGRATION OF ORGANIZED CRIME FIGURES FROM NEW JERSEY INTO PENNSYLVANIA. OTHER ACTIVITIES OF THE CRIME COMMISSION REVIEWED IN THIS REPORT ARE INVESTIGATIONS INTO RACKETEERING IN THE CASUALTY INSURANCE INDUSTRY, GAMBLING IN THE WESTERN PART OF THE STATE, FRAUDULENT OPERATION OF A CONSTRUCTION COMPANY, AND THEFT AND FENCING OF ANTIQUES. REPORT DISCUSSED COOPERATION BETWEEN LAW ENFORCEMENT AND OTHER OFFICIAL AGENCIES. CHARTS AND EXHIBITS OF INVESTIGATIVE DATA ARE INTERSPERSED IN THE TEXT. (DAG)
