MR LOVELAND'S CONTRIBUTIONS TO THE DESIGN, IMPLEMENTATION, AND EVALUATION OF METHODS AND PROCEDURES FOR CLASSIFYING INMATES ARE REVIEWED.
Abstract
IN HIS POSITION AS ASSISTANT DIRECTOR FOR INMATE PROGRAMS WITH THE BUREAU OF PRISONS FROM 1937 TO 1960, FRANK LOVELAND INFLUENCED CLASSIFICATION NOT ONLY IN THE FEDERAL PROGRAM BUT IN CORRECTIONAL PROGRAMS THROUGHOUT THE COUNTRY. THE PROCESS OF CLASSIFICATION IS DESIGNED TO EMPHASIZE THE IMPORTANCE OF MAINTAINING THE DIGNITY OF THE INDIVIDUAL. HE EMPHASIZED THE ROLE OF COMMAND IN INITIATING CHANGE IN PRISON CLASSIFICATION PROGRAMS, AS WELL AS THE SIGNIFICANCE OF STAFF PARTICIPATION AND TRAINING. MR LOVELAND CITED THE FOLLOWING OBJECTIVES OF INMATE CLASSIFICATION: PREPARING AND INTEGRATING DIAGNOSTIC MATERIAL THAT POINTS UP THE PROBLEMS PRESENTED BY THE OFFENDER, HIS ASSETS, AND HIS LIABILITIES; OUTLINING A SOUND, REALISTIC PROGRAM DIRECTED TOWARD SOLVING THESE PROBLEMS AND PREPARING THE INMATE TO ACCEPT HIS RESPONSIBILITIES; AND EXECUTING THE PROGRAM, MODIFIED AS NECESSARY TO MEET CHANGING NEEDS. WORKING FROM THE PREMISE THAT CHANGE SHOULD NOT BE MADE FOR THE SAKE OF CHANGE, MR LOVELAND WAS AN ADVOCATE OF BASING MODIFICATION AND CHANGE ON SOUND EVALUATION AND RESEARCH. HE ALSO STRESSED THE IMPORTANCE OF CLASSIFICATION AS IT RELATED TO INDIVIDUAL AND GROUP COUNSELING AND INMATE TRAINING. IN AN ADDRESS BEFORE THE AMERICAN CONGRESS OF CORRECTIONS IN 1940, MR LOVELAND DEMONSTRATED FORESIGHT IN PROJECTING THE USE OF CLASSIFICATION IN COUNTY JAILS AND IN OTHER SHORT-TERM INSTITUTIONS.
