A POSITION PAPER, SESSION SUMMARIES, AN ANALYSIS OF THE PROCEEDINGS, AND PREPARED STATEMENTS BY CHAIRMEN AND PANELISTS ARE PRESENTED.
Abstract
HELD IN SANTA-MARGHERITA, ITALY IN 1976, THE MAIN OBJECTIVE OF THIS SEMINAR WAS TO EXAMINE THE POSSIBILITIES FOR THE TRANSFER OF EXPERIENCES, KNOWLEDGE, AND TECHNOLOGY IN THE AREA OF HOSTAGE-TAKING. PARTICIPANTS WERE SELECTED FROM THE FIELDS OF GAME THEORY, PHYSICS, PSYCHIATRY, BEHAVIORAL SCIENCES, AND PRIVATE AND PUBLIC INSTITUTIONS (POLICE DEPARTMENTS, PENITENTIARY SERVICES, AIRPORT AND BANK SECURITY, PILOT ASSOCIATIONS, INTERPOL, ETC.). IN THE DISCUSSIONS, EMPHASIS WAS GIVEN TO AN ANALYSIS OF THE TYPOLOGIES OF HOSTAGE-TAKING, WITH A VIEW TOWARD DEVELOPING PREVENTIVE STRATEGIES. PREPARATIONS NECESSARY BEFORE INCIDENTS OCCUR, THE PATTERNS OF INITIAL RESPONSE AFTER AN INCIDENT BEGINS, NEGOTIATIONS DURING THE INCIDENT, AND OPERATIONS FLOWING FROM THE OUTCOME OF AN INCIDENT ARE EXAMINED IN THE DISCUSSIONS. THE TRANSFER OF TECHNOLOGY IS ALSO CONSIDERED. THE APPENDIXES INCLUDE PRESENTATIONS ON POSSIBLE TYPOLOGIES FOR HOSTAGE-TAKING AND INFORMATION REQUIRED FOR INTERPOL HOSTAGE-TAKING FORMS. PAPERS RELATING TO HOSTAGE-TAKING LAW ENFORCEMENT RESPONSES IN VARIOUS COUNTRIES ARE PRESENTED AS WELL. (RCB)
