THE OBJECTIVES AND DESIGN OF A NATIONAL EVALUATION OF SEVEN LEAA-FUNDED ADULT RESTITUTION PROGRAMS ARE OUTLINED.
Abstract
THE EVALUATION PROJECT, WHICH BEGAN IN OCTOBER 1976, IS FUNDED BY THE LEAA AND SPONSORED BY THE CRIMINAL JUSTICE RESEARCH CENTER OF ALBANY, N.Y. QUESTIONS TO BE ADDRESSED BY THE EVALUATION CONCERN THE CHARACTERISTICS OF OFFENDERS, VICTIMS, AND OFFENSES (COMPONENTS OF THE RESTITUTION DECISIONMAKING PROCESS); RESTITUTION PROGRAM OPERATIONS; AND THE EFFECTIVENESS OF THE PROGRAMS (THEIR IMPACT ON OFFENDERS, VICTIMS, AND CRIMINAL JUSTICE PROCESSING, THE NUMBER OF RESTITUTION COMMITMENTS MET, COSTS, ETC.). THE EVALUATION DESIGN CALLS FOR COMPARISONS BETWEEN EXPERIMENTAL AND CONTROL GROUPS, BOTH ELIGIBLE FOR RESTITUTION. EVALUATION PROGRESS DURING 1978 IS PROJECTED, AND PROBLEMS AND ISSUES LIKELY TO AFFECT THE EVALUATION ARE NOTED. (LKM)
