THE RAND CORPORATION'S PLANNED RESEARCH IN CRIMINAL JUSTICE IS SUMMARIZED. IT FOCUSES ON HABITUAL OFFENDERS, INTERACTION AMONG CRIMINAL JUSTICE AGENCIES, CITIZEN CRIME PREVENTION, AND CRIME TRENDS.
Abstract
THE PROSPECTUS REVIEWS PAST STUDIES CONDUCTED IN THE AREAS OF POLICE, PROSECUTORS, COURTS, AND CORRECTIONS. SPECIFIC RESEARCH OBJECTIVES ARE THEN PRESENTED FOR PLANNED AND ONGOING RESEARCH IN FOUR AREAS: OFFENDER STUDIES; THE CRIMINAL JUSTICE SYSTEM -- PERFORMANCE AND RESPONSES; POTENTIAL CRIME VICTIMS -- CITIZEN CRIME PREVENTION; AND LONG-TERM CRIME TRENDS. RESEARCH ON HABITUAL OFFENDERS WILL FOCUS ON CHARACTERISTICS, MOTIVATIONS, AND PATTERNS OF CRIMINAL ACTIVITY. EFFORTS WILL ALSO BE MADE TO GATHER DATA ON 'WHITE COLLAR' OFFENDERS. THE CRIMINAL JUSTICE RESEARCH WILL FOCUS ON THE ROLE OF THE POLICE IN IDENTIFYING HABITUAL CRIMINALS, THE ROLES OF PROSECUTORS, AND THE ROLE OF THE COURTS; AREAS OF CONFLICT WILL BE IDENTIFIED. THE POTENTIAL CRIME VICTIM STUDY PLANS TO FOCUS ON SELF-HELP, SUCH AS CITIZENS' COMMITTEES. THE EFFECT OF SUCH SELF-HELP ON THE POTENTIAL VICTIM'S FEARS WILL ALSO BE EXAMINED. THE LONG-TERM CRIME DATA STUDY WILL WORK TO DEVELOP MORE SENSITIVE DATA FOR THE UNITED STATES AS A WHOLE, BEGINNING WITH THOSE CITIES WHICH ALREADY HAVE COMPREHENSIVE VICTIMIZATION STUDIES. ALL OF THESE RESEARCH EFFORTS WILL FOCUS ON PRESENTING FINDINGS IN A FORM THAT WILL BE USEFUL TO A BROAD RANGE OF CRIMINAL JUSTICE AGENCIES. (GLR)
