THIS DOCUMENT REPORTS ON IMPROVEMENTS IN CORRECTIONAL SERVICES INSTITUTED DURING THE YEAR ENDING IN MARCH 1978. PROMOTION OR COMMUNITY PROGRAMS AND IMPROVEMENT OF INSTITUTIONAL PROGRAMS ARE EMPHASIZED.
Abstract
TO INCREASE THE INMATE'S MOTIVATION TOWARD SELF-HELP AND RESPONSIBILITY, A NUMBER OF CHANGES HAVE BEEN ADVOCATED IN CANADIAN FEDERAL LEGISLATION. THE CRIMINAL LAW AMENDMENT ACT OF 1977 ELIMINATES THE INDETERMINATE/INDEFINITE SENTENCE AND ABOLISHES STATUTORY REMISSION IN FAVOR OF EARNED REMISSION. PROVINCES HAVE THE OPTION TO ASSUME FULL PAROLE JURISDICTION OVER ALL PROVINCIALLY INCARCERATED INMATES. TO MEET THESE INCREASED RESPONSIBILITIES, THE ONTARIO BOARD OF PAROLE AND THE PROBATION AND PAROLE SERVICES WILL BE EXPANDED. THE GOAL FOR 1979 IS TO INCREASE COMMUNITY INVOLVEMENT IN CORRECTION ACTIVITIES IN THE BELIEF THAT THE PROBLEMS OF THE OFFENDER ARE BEST ADDRESSED IN THE COMMUNITY SETTING. PROVINCIAL SERVICES FOR CHILDREN WITH SPECIAL NEEDS HAVE BEEN CONSOLIDATED WITHIN A CHILDREN'S SERVICES DIVISION OF THE MINISTRY OF COMMUNITY AND SOCIAL SERVICES, AND RESPONSIBILITY FOR TRAINING SCHOOLS, JUVENILE PROBATION AND AFTERCARE SERVICES, GROUP HOMES, AND FOSTER HOMES HAS BEEN TRANSFERRED TO THAT MINISTRY. THE MINISTRY OF CORRECTIONAL SERVICES IS RESPONSIBLE FOR PROBATION AND PAROLE SUPERVISION OF ADULTS AND FOR THE OPERATION OF 55 ADULT INSTITUTIONAL FACILITIES. FROM APRIL 1, 1977, TO MARCH 31, 1978, THIS RESPONSIBILITY INVOLVED CONTACT WITH APPROXIMATELY 80,000 PERSONS. THE GREATEST PERCENTAGE OF THESE PERSONS WERE EITHER ON PROBATION OR SUBJECT TO SOME OTHER NONINSTITUTIONAL DISPOSITION OF THEIR CASE. THE AVERAGE DAILY CASELOAD WAS AS FOLLOWS: PROBATION AND PAROLE, 24,627 PERSONS; JAILS AND DETENTION CENTERS, 2,660 PERSONS; AND CORRECTIONAL CENTERS AND OTHER SPECIALIZED FACILITIES, 2,915 PERSONS. THE MAJOR FUNCTIONAL AREAS OF THE MINISTRY OF CORRECTIONAL SERVICES ARE COMMUNITY-BASED PROGRAMS, INSTITUTIONAL PROGRAMS, AND SUPPORT SERVICES. AN ORGANIZATIONAL CHART OF THE MINISTRY AND ANNUAL STATISTICS FOR THE YEAR ENDING MARCH 31, 1978, ARE INCLUDED. (DP)
