THIS STATISTICAL AND NARRATIVE REPORT SUMMARIZES THE NUMBER OF CASES HANDLED, THE PROCEDURES USED IN HANDLING THESE CASES, MATTERS OF CONCERN, AND SUGGESTIONS FOR RESEARCH.
Abstract
THE CHAPTERS OF THE REPORT GIVE MEMBERSHIP OF THE BOARD, A SUMMARY OF THE WORK ACCOMPLISHED IN 1977, A STATISTICAL ANALYSIS COMPARING THE NUMBER OF CASES HANDLED IN 1977 WITH STATISTICS FOR 1968-1976, AND A SUMMARY OF BOARD POLICY CONCERNING PAROLES FROM LIFE IMPRISONMENT AND OTHER INDETERMINATE SENTENCES. A DISCUSSION OF MATTERS OF CONCERN INCLUDES THE INCREASING NUMBER OF YOUNGER OFFENDERS BEING HANDLED BY THE ADULT COURT AND CORRECTIONS SYSTEM AND THE LACK OF AFTERCARE FOR OFFENDERS UNDER AGE 16. A 'TRAINING FOR FREEDOM' PROGRAM FOR YOUNG OFFENDERS IS RECOMMENDED ALONG WITH IMPROVED FOLLOWUP. VOCATIONAL GUIDANCE FOR PRISONERS IS ALSO RECOMMENDED. RESEARCH RECOMMENDATIONS INCLUDE PAROLE PREDICTION STUDIES AND A COMPARISON OF THE ULTIMATE FATE OF LOW-RISK VERSUS HIGH-RISK PAROLEES. TABULAR DATA ARE PROVIDED. APPENDIXES GIVE THE LAWS AND REGULATIONS GOVERNING THE PAROLE BOARD, A STATISTICAL ANALYSIS OF REFERRALS TO AND RECOMMENDATIONS BY THE BOARD 1968-1977, A STATISCAL ANALYSIS OF CASES REFERRED AS A RESULT OF BREACHES OF LICENSE CONDITIONS, AND SELECTED STATISTICS FROM A PAROLE PREDICTION STUDY BY THE UNIVERSITY OF EDINBURGH, SCOTLAND.
