THE NEW YORK CITY POLICE DEPARTMENT'S APPROACH TO HANDLING HOSTAGE SITUATIONS IS DESCRIBED IN A CHAPTER FROM A TEXT DIRECTED TO POLICE ADMINISTRATORS.
Abstract
THE DEPARTMENT'S THREE-PHASE HOSTAGE PLAN INCLUDES A CONTAINMENT PHASE, WHICH OCCURS AT THE LOCATION WHERE THE HOSTAGE IS FIRST TAKEN; A MOBILE PHASE, WHICH GOES INTO EFFECT IF A DEMAND FOR A VEHICLE OR OTHER MEANS OF ESCAPE IS MADE BY AND GRANTED TO THE HOSTAGE TAKER; AND A RELOCATION PHASE, WHICH IS A DUPLICATION OF THE FIRST PHASE IN A NEW LOCATION. THE DETECTIVE BUREAU'S RESPONSIBILITIES ARE TO PROVIDE SPECIALLY TRAINED DETECTIVES FOR NEGOTIATIONS DURING THE FIRST PHASE, TO PROVIDE ESCAPE AND CHASE VEHICLE OPERATORS FOR THE SECOND PHASE, AND TO FUNCTION AS CONTAINMENT TEAMS IN THE THIRD PHASE, PENDING ARRIVAL OF SPECIAL EMERGENCY SERVICE CONTAINMENT TEAMS. THE ROLE OF THE DETECTIVE NEGOTIATOR IN HOSTAGE SITUATIONS IS DISCUSSED, WITH EMPHASIS ON THE FACTOR OF TIME -- THE MORE TIME THE CAPTOR SPENDS WITH THE HOSTAGE, THE LESS LIKELY THE CAPTOR IS TO TAKE THE HOSTAGE'S LIFE. CRITERIA USED TO SELECT DETECTIVE NEGOTIATORS ARE LISTED, AND THE 4-WEEK TRAINING COURSE COMPLETED BY THE HOSTAGE TEAM IS DESCRIBED. TRAINING COVERS PSYCHOLOGY, PHYSICAL CONDITIONING, FIREARMS, ELECTRONIC EQUIPMENT, EMERGENCY RESCUE AMBULANCE AND ESCAPE/CHASE VEHICLE OPERATION, AND LIAISON WITH OTHER AGENCIES. NEGOTIATING TECHNIQUES AND POLICIES ARE OUTLINED. A SUMMARY AND A LIST OF QUESTIONS ACCOMPANY THE CHAPTER. (LKM)
