A STUDY OF TRENDS IN HOMICIDE AND BODILY INJURIES RESULTING FROM CRIMES, BASED ON STATISTICS FROM 1966-1974, SEEKS TO IDENTIFY THE MOST PREVALENT TYPES OF INJURY AND THEIR POTENTIAL COST TO SOCIETY.
Abstract
THE ARTICLE STUDIES HOMICIDE AND BODILY ASSAULT TRENDS AND REFERS TO THE IMPLICATIONS OF THESE FOR INTRODUCING GOVERNMENT COMPENSATION WHICH NOW EXISTS IN SWEDEN, AUSTRIA, AND VARIOUS OTHER COUNTRIES. ANALYSIS WAS BASED ON JAPANESE NATIONAL POLICE STATISTICS FROM 1972, 1973, AND 1974 FOR SEVERITY OF BODILY INJURIES RESULTING FROM CRIMES, AND FROM 1966-1974 FOR INCIDENCES OF DEATH AND BODILY INJURIES RESULTING FROM CRIMES. FROM 1966-1974 THE TOTAL NUMBER OF DEATHS AND INJURIES DECLINED SIGNIFICANTLY--FROM 79,958 IN 1966 TO 54,723 IN 1974. DEATHS WERE CONSISTENTLY MUCH LOWER THAN INJURIES THROUGHOUT THE PERIOD-3,217 DEATHS AS OPPOSED TO 51,506 INJURIES IN 1974. FROM 1972 THROUGH 1974, SEVERE INJURIES AVERAGED 7 PERCENT OF TOTAL INJURIES--3,740 SEVERE INJURIES AS OPPOSED TO 1,782 FOR THE LATTER IN 1974, FOR INSTANCE--BUT DIFFERENCES BETWEEN THE TWO FIGURES WERE NOT GREAT ON THE AVERAGE OVER THE PERIOD 1966-1974. ON THE OTHER HAND, INTENTIONALLY INFLICTED INJURIES CONSISTENTLY FAR OUTWEIGHED THOSE INCIDENTALLY INFLICTED IN COMMISSION OF A CRIME DURING 1966-1974, WITH 48,315 OF THE FORMER TO 3,191 OF THE LATTER IN 1974. HOWEVER, IN THE CASE OF INTENTIONAL INJURIES, LIGHT INJURIES FAR OUTWEIGHED SEVERE INJURIES--45,545 TO 2,770 IN 1974. IN THE CASE OF INCIDENTAL INJURIES, SEVERE ONES ALSO WERE SIGNIFICANTLY LESS THAN LIGHT ONES, AVERAGING 35 PERCENT OF THE TOTAL FROM 19721974. FURTHER ANALYSIS IN THE ARTICLE DEALS WITH DIFFERENCES IN AGE, SEX, AND STATUS OF VICTIMS AND OFFENDERS, PRESENTED IN DETAILED STATISTICAL TABLES AND FULLY DISCUSSED. --IN JAPANESE.
