Abstract
THE PURPOSE OF THE TEXAS COMMISSION ON LAW ENFORCEMENT STANDARDS AND EDUCATION RULES AND REGULATIONS IS TO PROVIDE FOR A SIMPLE AND EFFICIENT SYSTEM OF PROCEDURE BEFORE THE AGENCY, TO INSURE UNIFORM STANDARDS OF PRACTICE AND PROCEDURE, PUBLIC PARTICIPATION AND NOTICE OF AGENCY ACTIONS, AND A FAIR DETERMINATION OF CAUSES. THE RULES COVER SUCH TOPICS AS TIME COMPUTATION IN ANY AGENCY PROCEEDING, RULEMAKING AND NONRULEMAKING PROCEDURES, CONDUCT AND DECORUM OF PARTIES, MOTIONS FOR POSTPONEMENT OR DISMISSAL OF APPLICATIONS OR OTHER MATTERS BEFORE THE AGENCY, REPORTERS AND TRANSCRIPT, SUBPOENAS, DEPOSITION, AND THE RENDERING OF FINAL DECISION OR ORDER. THE SECTION ON LAW ENFORCEMENT OFFICER STANDARDS CONSIDERS THE MINIMUM STANDARDS FOR APPOINTMENT, APPOINTMENT OF REGULAR AND RESERVE OFFICERS, TRAINING OF REGULAR AND RESERVE OFFICERS, REPORTING PROCEDURES CONCERNING EMPLOYMENT, COMPLETION OF TRAINING, AND TERMINATION OF AN OFFICER, AND CERTIFICATION OF INSTRUCTORS. AN INDEX AND GLOSSARY OF TERMS IS PROVIDED. THE STATUTE (ARTICLE 4413(29AA), V.C.S. (AS AMENDED BY THE 64TH LEGISLATURE) THAT CREATED THE COMMISSION IS REPRINTED. (DEP)
