THIS MODEL COMMUNITY CORRECTIONAL PROGRAM, FUNDED BY THE LAW ENFORCEMENT ASSISTANCE ADMINISTRATION, USES THE SYSTEMS APPROACH TO EVALUATE INTERFACES BETWEEN THE COMMUNITY AND CORRECTIONAL AGENCIES.
Abstract
THE FOCUS OF THE PROGRAM CONCERNS HOW COMMUNITIES OR LOCAL CRIMINAL JUSTICE AGENCIES CAN USE RESEARCH TO GUIDE THEIR CRIME AND DELINQUENCY CONTROL PLANS AND DECISIONS. MANY SEPARATE CORRECTIONAL AGENCIES EXIST IN THE TYPICAL METROPOLITAN CITY INCLUDING CITY AND COUNTY JAILS, PROBATION AND PAROLE SERVICES, AND JUVENILE FACILITIES. IF CORRECTIONAL PROGRESS IS TO BE MADE, LOCAL GOVERNMENT AGENCIES MUST BECOME MORE EFFECTIVE INVOLVING THE COMMUNITY. THE COMMUNITY RESPONDS TO CRIME AND DELINQUENCY THROUGH OFFICIAL AGENCIES, BUT LAW ENFORCEMENT AND CORRECTIONAL SERVICES ARE SO ORGANIZATIONALLY FRAGMENTED THAT PEOPLE WANTING TO REPORT A CRIME OFTEN DO NOT KNOW WHETHER TO REPORT IT TO CITY OR COUNTY AGENCIES. THE CITY OF STOCKTON, CALIF., ILLUSTRATES THIS FRAGMENTATION, AND A MANAGEMENT STRUCTURE IS NEEDED THAT USES RESEARCH AND TECHNOLOGICAL RESOURCES TO MAKE PLANNING AND OPERATIONAL DECISIONS. EDUCATING POLITICAL AND EXECUTIVE OFFICIALS OF LOCAL GOVERNMENT IS CRITICAL FOR THE BASIC PRACTICE OF MANAGEMENT. THE NEED FOR THE CRIMINAL JUSTICE SYSTEM AND ITS SEPARATE AGENCIES TO HAVE A FEEDBACK MECHANISM IS STRESSED. RESEARCH AT THE LOCAL LEVEL MUST CONCENTRATE ON PROVIDING INFORMATION FOR BETTER SENTENCING OR MANAGEMENT DECISIONS, AND RESEARCHERS MUST NOT BE HESITANT TO WORK IN CONJUNCTION WITH MANAGEMENT STAFF SPECIALISTS SUCH AS BUDGET AND PERSONNEL ANALYSTS. IMMEDIATE RESEARCH NEEDS IN COMMUNITY CORRECTIONS CONCERN DATA BASE DEVELOPMENT, ORGANIZATIONAL PROCEDURES, THE QUALITY AND UTILIZATION OF PERSONNEL, EVALUATION, OPERATIONAL RESEARCH, BASE EXPECTANCY SCHEDULES FOR JUVENILE AND MISDEMEANANT OFFENSES, CLASSIFICATION TYPOLOGIES FOR DIFFERENTIAL TREATMENT MANAGEMENT AND PLANNING, AND PROGRAM DEVELOPMENT IN AREAS THAT PROMOTE THE PARTICIPATION OF AGENCIES OUTSIDE THE CORRECTIONAL SYSTEM.
