DETAILS ARE PROVIDED ON THE USE OF THE COMPUTER ASSISTED PRISONER TRANSPORTATION INDEX SERVICE (CAPTIS), DEVELOPED TO FACILITATE THE RAPID AND COOPERATIVE TRANSPORTATION OF PRISONERS ACROSS STATE LINES.
Abstract
THIS USER'S MANUAL IS DIVIDED INTO TWO SECTIONS, ONE EXPLAINING THE TECHNICAL OPERATIONS OF THE INDEX, AND THE OTHER OUTLINING RECOMMENDED PROCEDURES. THE FIRST PART CONSISTS OF A TECHNICAL USER'S MANUAL, DESIGNED TO EXPLAIN THE MECHANICS OF THE SYSTEM. DETAILED EXPLANATIONS OF THE CODES AND FORMATS ARE ACCOMPANIED BY ILLUSTRATIONS FOR THEIR PROPER EMPLOYMENT. THE CAPTIS SYSTEM IS DESIGNED TO BE COMPATIBLE WITH THE EXISTING NATIONAL LAW ENFORCEMENT TELECOMMUNICATIONS SYSTEM AND ITS MESSAGE SWITCHING METHODOLOGY. THE SECOND PART CONTAINS DETAILED ADMINISTRATIVE DATA TO ASSIST THE USER AGENCIES IN THEIR UTILIZATION AND EMPLOYMENT OF CAPTIS INFORMATION. THIS SECTION INCLUDES BOTH GUIDANCE AND SUGGESTIONS ON HOW TO USE THE INFORMATION DERIVED FROM THE SYSTEM. BECAUSE IT IS NECESSARY TO FINALIZE THE ADMINISTRATIVE DETAILS OF TRANSPORT COSTS AND OTHER INTERAGENCY AGREEMENTS ONCE CRIMINAL JUSTICE AGENCIES HAVE BEEN IDENTIFIED FOR POTENTIAL COOPERATIVE TRANSPORT OF PRISONERS, THE SECOND SECTION ALSO CONTAINS RECOMMENDED PROCEDURES OF ACCOMPLISHING COOPERATIVE TRANSPORTS AND SUGGESTED AGREEMENTS FOR USE BY PARTICIPATING AGENCIES.
