PROGRAM EVALUATION RESOURCE MATERIALS ARE CONTAINED IN THIS REPORT TO HELP ADMINISTRATORS STRENGTHEN THE EVALUATION ASPECT OF PROGRAM MANAGEMENT, INCREASE PUBLIC ACCOUNTABILITY, AND IMPROVE SERVICE DELIVERY.
Abstract
THE MOST IMPORTANT PLACE FOR PROGRAM EVALUATION MAY BE IN COMMUNITY FACILITIES THAT FACE DIFFICULT CHOICES IN ALLOCATING LIMITED RESOURCES TO MEET WHAT FREQUENTLY SEEMS TO BE UNLIMITED NEEDS. THE RESULTS OF INFORMATION SYSTEM AND OUTCOME STUDIES CAN HAVE IMMEDIATE RELEVANCE FOR PROBLEMS RELATED TO INDIVIDUAL WELFARE, PROGRAM PROCESSES, AND PROGRAM INTEGRITY. ALTHOUGH THE RESOURCE MATERIALS ARE INTENDED FOR USE IN MENTAL HEALTH PROGRAM EVALUATION, THE SUBJECTS COVERED ARE GENERAL IN NATURE WITH REGARD TO THE APPLICATION OF EVALUATION PROCEDURES AND TECHNIQUES. TWENTY-EIGHT CHAPTERS ARE DIVIDED INTO THE FOLLOWING FOUR SECTIONS: ELEMENTS OF PROGRAM EVALUATION, NEEDS ASSESSMENT AND PLANNING, MANAGEMENT INFORMATION SYSTEMS, AND EVALUATING THE EFFECTIVENESS OF SERVICES. PARTICULAR ATTENTION IS GIVEN TO VARIOUS TYPES OF MANAGEMENT INFORMATION SYSTEMS AND STATISTICAL METHODS, OUTCOME STUDIES AND OUTCOME MEASUREMENT INSTRUMENTS, GOAL ATTAINMENT SCALING, CONFERENCE EVALUATION, AND UTILIZATION REVIEW. A BIBLIOGRAPHY ON COMMUNITY MENTAL HEALTH PROGRAM EVALUATION IS PROVIDED. (DEP)
