RESEARCH UTILIZATION IS AN AREA WHICH NEEDS TO BE DEVELOPED TO INSURE TECHNOLOGY TRANSFER. THE COMPOSITION OF THE RESEARCH SCIENCES IS DISCUSSED ALONG WITH IDEAS ON LABORATORIES AND TRAINED PERSONNEL.
Abstract
SINCE THE RESEARCHER CANNOT BE HELD RESPONSIBLE FOR THE TECHNOLOGY TRANSFER OF RESEARCH OUTCOMES, THERE IS A NEED TO DEVELOP THE FIELD OF UTILIZATION SCIENCES. THE FIELD MIGHT CONTAIN BOTH THOSE INDIVIDUALS INVOLVED IN THE VARIED STEPS WITHIN AUTOMATED DATA PROCESSING AND THOSE INDIVIDUALS WHO SERVE AS CHANGE AGENTS IN THE TECHNOLOGY TRANSFER FROM THE FINAL REPORT TO THE PRACTITIONERS IN THE FIELD. APPROPRIATE PERSONNEL AT UNIVERSITIES AND VOLUNTARY AND STATE AGENCIES AND ORGANIZATIONS COULD BE RECRUITED AROUND THE CONCEPT OF UTILIZATION. FIELD TESTING LABORATORIES CAN BE ORGANIZED SIMILAR TO THE TECHNOLOGY TRANSFER LABORATORY AT THE JEWISH VOCATIONAL SERVICE IN CHICAGO, ILLINOIS. THE SOCIAL AND REHABILITATION SERVICE OF THE U.S. DEPARTMENT OF HEALTH, EDUCATION, AND WELFARE (DHEW) HAS ISSUED GRANTS FOR REGIONAL RESEARCH INSTITUTES TO BE LOCATED IN 10 DHEW REGIONS. EACH INSTITUTE WILL SERVE AS A DISSEMINATION POINT FOR OUTCOMES OF SIGNIFICANT RESEARCH FINDINGS IN ITS CHOSEN CORE AREA. NINE REHABILITATION RESEARCH INSTITUTES ALREADY EXIST, CONDUCTING RESEARCH IN PROGRAMMATIC CORE AREAS OF VOCATIONAL REHABILITATION. PRACTITIONER-RESEARCHERS COULD BE TRAINED AT THE MASTER'S DEGREE LEVEL IN REHABILITATION COUNSELING OR SOCIAL WORK, OR SECURE THE POSITION WITH AN UNDERGRADUATE DEGREE AND SOME ADVANCED UNIVERSITY WORK. THIS MIGHT AVOID THE TENSION BETWEEN THE PRACTITIONER AND ACADEMIC CULTURES. FIVE DEMONSTRATION GRANT PROJECTS, AND SEVERAL STATE PROJECTS, WERE INITIATED IN THE LATE 1960'S TO EXPERIMENT WITH THE TRAINING OF RESEARCH UTILIZATION SPECIALISTS (RUS). THE CONCEPT OF 'LEARNING ENGINEERS' IS ALSO DISCUSSED; THEY WOULD BE PERSONS WITH SPECIALIZED KNOWLEDGE OF THE SUBJECT MATTER AND OPERATIONAL TASKS IN THE FIELD WHERE APPLICATION IS TO BE ATTEMPTED. TWO RESEARCH PUBLICATIONS ARE INTRODUCED AND SEVERAL ACTIVITIES TAKING PLACE WITHIN THE RESEARCH UTILIZATION FIELD ARE NOTED. (DAG)
