THE DEVELOPMENT AND TESTING OF INSTRUMENTS FOR MEASURING STUDENTS', INSTRUCTORS', AND ADMINISTRATORS' PERCEPTIONS OF THE UTILITY OF A MINIMUM STANDARDS ENTRANCE-LEVEL TRAINING CURRICULUM FOR POLICE ARE REPORTED.
Abstract
SURVEY INSTRUMENTS DESIGNED TO MEASURE PERCEPTIONS OF SPECIFIC SUBJECT AREAS WITH MARYLAND'S MINIMUM STANDARDS CURRICULUM WERE DEVELOPED, REVIEWED BY A PANEL OF EXPERTS, PILOT TESTED, AND DISTRIBUTED TO A SAMPLE OF 652 OFFICERS WHO HAD ATTENDED MINIMUM STANDARDS ENTRANCE-LEVEL SCHOOLS (341 RESPONSES), 105 POLICE AGENCY ADMINISTRATORS WHOSE STAFF INCLUDED AT LEAST ONE OFFICER WHO HAD PARTICIPATED IN A SCHOOL (73 RESPONSES), AND 77 TRAINING OFFICERS FROM MARYLAND'S CERTIFIED ACADEMIES (58 RESPONSES). GRADUATES AND ADMINISTRATORS DIFFERED SIGNIFICANTLY IN THEIR ASSESSMENTS OF THE SUBJECT MATTER OF THE ENTRANCE-LEVEL CURRICULUM, WHEREAS TRAINERS DID NOT DIFFER SIGNIFICANTLY WITH EITHER GRADUATES OR ADMINISTRATORS. SURVEY RESPONSES INDICATE THAT THE SUBJECT AREAS OF PROSTITUTION, GAMBLING, AND INTRODUCTION TO ORGANIZED CRIME SHOULD BE ELIMINATED FROM THE ENTRANCE-LEVEL TRAINING PROGRAM, AND THAT GREATER EMPHASIS SHOULD BE PLACED ON THE MECHANICS OF ARREST, THE BILL OF RIGHTS, PATROL FUNCTIONS AND TECHNIQUES, THE STATE CRIMINAL CODE, RULES OF EVIDENCE, AND DEVELOPMENTAL ENGLISH/REPORT WRITING. AREAS IN WHICH THE SURVEY INSTRUMENTS SHOULD BE MODIFIED ARE NOTED. COPIES OF THE INSTRUMENTS, SUPPORTING DATA, A DESCRIPTION OF THE MARYLAND TRAINING CURRICULUM, AND A SELECTED BIBLIOGRAPHY ARE INCLUDED. (LKM)
