DUTIES AND RESPONSIBILITIES OF SPECIAL POLICE AND GUARD FORCES IN D.C. ARE EXAMINED WITH RECOMMENDATIONS FOR STANDARDIZATION AND CONSOLIDATION.
Abstract
THE PROLIFERATION OF PROTECTIVE FORCES IN THE DISTRICT WHICH BEGAN 1789 HAS RESULTED IN ADMINISTRATIVE INEFFICIENCIES, UNNECESSARY EXPENSES IN LAWS AND REGULATIONS, DIFFERENCES IN SECURITY, TRAINING, EMPLOYMENT QUALIFICATIONS, SALARIES AND PROCUREMENT PRACTICES. THIS STUDY EXAMINED AREAS OF POSSIBLE OVERLAPPING AND DUPLICATING OF JURISDICTIONS AND RESPONSIBILITIES, AND THE POTENTIAL FOR DEVELOPING EFFICIENT AND ECONOMICAL OPERATIONS AND ACTIVITIES THROUGH STANDARDIZATION AND CONSOLIDATION. BACKGROUND INFORMATION DISCUSSED THE CREATION AND EXISTENCE OF THE SPECIAL POLICE AND GUARD FORCES AS WELL AS THEIR PRACTICES. THE UNVERIFIED DATA PRESENTED WERE PROVIDED BY THE VARIOUS AGENCIES CONTACTED. COMMENTS OF THE FORCES REVIEWED, WHICH INCLUDED THOSE SERVING THE THREE BRANCHES OF THE FEDERAL GOVERNMENT, THE DISTRICT OF COLUMBIA GOVERNMENT, THE SMITHSONIAN INSTITUTION, THE NATIONAL ZOOLOGICAL PARK, THE NATIONAL GALLERY OF ART, THE GOVERNMENT PRINTING OFFICE, THE CIVIL SERVICE COMMISSION, AND THE OFFICE OF MANAGEMENT AND BUDGET HAVE BEEN CONSIDERED. RECOMMENDATIONS ARE MADE FOR AN ONGOING STUDY OF THE SYSTEM IN ORDER TO PROPOSE APPROPRIATE LEGISLATION TO THE CONGRESS. SUGGESTIONS MADE WITH RESPECT TO THE ACTIVITIES OF SPECIAL POLICE AND GUARDS INCLUDE THE FOLLOWING PROPOSALS: (1) ESTABLISHMENT OF A POLICY TO ACQUIRE GOODS AND SERVICES FROM GOVERNMENT SERVICES ADMINISTRATION; (2) DEVELOPMENT OF STANDARDIZED EQUIPMENT AND UNIFORMS; (3) STANDARDIZATION OF TRAINING PROGRAMS, EMPLOYMENT REQUIREMENTS, AND COMPENSATION LEVELS; AND (4) DEVELOPMENT OF GUIDELINES FOR SECURITY PURPOSES. APPENDIXES INCLUDE COPIES OF LETTERS FROM VARIOUS OFFICIAL REPRESENTATIVES EXPRESSING SUPPORT OR DISAGREEMENT WITH THE CONTENTS OF THIS REPORT. TABULAR DATA AND FIGURES ARE PROVIDED. (JCP)
