COUNCIL-FUNDED ACTIVITIES IN THE AREAS OF COMMUNITY CRIME PREVENTION, LAW ENFORCEMENT INFORMATION SYSTEMS, AND JUVENILE DELINQUENCY PREVENTION AND DIVERSION ARE DESCRIBED AND EVALUATED.
Abstract
THE REPORT HAS SEVERAL PURPOSES: TO OUTLINE EVALUATION RESULTS FOR EACH PROJECT IN A GIVEN PROGRAM AREA; TO ASSESS THE IMPACT OF EACH PROJECT IN MEETING PROGRAM OBJECTIVES; TO MEASURE HOW WELL PROGRAM OBJECTIVES HAVE BEEN MET; TO ANALYZE HOW COUNCIL FUNDS HAVE BEEN SPENT; TO PROVIDE A REFERENCE FOR PLANNERS AND PROJECT DIRECTORS; AND TO PROVIDE LOCAL AND DISTRICT PLANNERS WITH AN ASSESSMENT OF THEIR ACCOMPLISHMENTS. PROGRAM SUMMARIES FOR EACH AREA INCLUDE A BRIEF DESCRIPTION OF ACTIVITIES, A REVIEW OF STATE PLAN OBJECTIVES, CONCLUSIONS ABOUT THE EXTENT TO WHICH THE OBJECTIVES HAVE BEEN REALIZED, AND RECOMMENDATIONS. EVALUATION SECTIONS PRESENT THE SAME TYPE OF INFORMATION IN GREATER DETAIL, WITH REFERENCE TO SPECIFIC PROJECTS. ALSO INCLUDED ARE INDIVIDUAL PROGRESS REPORTS FROM EACH OF THE STATE'S 12 DISTRICTS. IT IS REPORTED THAT THE STATE'S COMMUNITY CRIME PREVENTION OBJECTIVES -- INCREASING CITIZEN SECURITY CONSCIOUSNESS AND AWARENESS OF CRIME, INVOLVING LAW ENFORCEMENT AGENCIES IN CRIME PREVENTION, INVOLVING ORGANIZED CITIZENS AND YOUTH GROUPS IN PREVENTION -- ARE BEING MET THROUGH MEDIA CAMPAIGNS, PROPERTY IDENTIFICATION PROJECTS, NEIGHBORHOOD WATCH PROGRAMS, ASSIGNMENT OF SPECIAL CRIME PREVENTION OFFICERS IN POLICE AGENCIES, AND PROVISION OF CRIME PREVENTION TRAINING MATERIALS TO POLICE. SIXTEEN OF THE 19 YOUTH-RELATED PROJECTS INVOLVED THE ESTABLISHMENT OF YOUTH BUREAUS IN POLICE AGENCIES. EVALUATION FINDINGS ON THE BUREAUS INDICATE THAT OTHER TYPES OF PROJECTS SHOULD BE FUNDED TO DECREASE STATUS OFFENSE REFERRALS TO JUVENILE COURTS AND INSTITUTIONS. LAW ENFORCEMENT INFORMATION SYSTEM GRANTS RANGED FROM SMALL, SINGLE-AGENCY PROJECTS TO COMPLEX, EXPENSIVE NETWORKS. EACH INFORMATION SYSTEM PROJECT IS EVALUATED IN TERMS OF GOALS, STANDARDS, AND OBJECTIVES SET FORTH IN THE UTAH STATE PLAN. (LKM)
