THE TASKS DISCUSSED IN ALL OTHER UNITS RELATED TO COLLISION INVESTIGATION ARE SUMMARIZED, AND COMPREHENSIVE PERFORMANCE CHECKLISTS FOR USE IN FIELD TRAINING EXERCISES ARE PROVIDED FOR TRAINING POLICE OFFICERS.
Abstract
THE BEHAVIORAL OBJECTIVES OF THIS UNIT, DIRECTED TOWARD ENTRANCE-LEVEL STUDENT OFFICERS ARE TO DEVELOP SKILLS IN THE FOLLOWING AREAS OF ACCIDENT INVESTIGATION: PHOTOGRAPHING THE ACCIDENT SCENE, MAKING A FIELD SKETCH AND SCALE DIAGRAM OF THE ACCIDENT SCENE, MEASURING THE LENGTH AND LOCATION OF SIGNIFICANT ITEMS IN THE ACCIDENT ENVIRONMENT, MAKING TEST SKIDS TO DETERMINE SKID RESISTANCE, ESTIMATING MINIMUM SPEED FROM SKIDMARKS, COMPLETING THE DEPARTMENTAL ACCIDENT REPORT AND RELATED FORMS, AND DETERMINING REQUIREMENTS FOR ACCIDENT-RELATED LAW ENFORCEMENT ACTION. THE TRAINING AIDS REQUIRED ARE DESCRIBED, AND INSTRUCTOR PREPARATIONS FOR CREATING THREE SIMULATED ACCIDENT SCENES FROM POLICE RECORDS ARE PROVIDED. IN THE PRESENCE OF THE STUDENTS, THESE DEMONSTRATIONS ARE TO BE PERFORMED BY INSTRUCTORS: THE TWO-MAN PROCEDURE FOR TAKING MEASUREMENTS, THE PROCEDURE FOR CONDUCTING A TEST SKID, AND THE PROCEDURE FOR IGNITING A FLARE/FUSE. AFTER DIVIDING THE CLASS INTO THREE EQUAL GROUPS, ALL GROUPS WILL CONDUCT AN ACCIDENT INVESTIGATION FOR EACH SIMULATED ACCIDENT SCENE. EACH STUDENT WILL BE INDIVIDUALLY RESPONSIBLE FOR TAKING ONE PHOTOGRAPH AT EACH ACCIDENT SCENE, COMPLETING A FIELD SKETCH OF EACH ACCIDENT SCENE, MAKING AT LEAST TWO MEASUREMENTS AT EACH ACCIDENT SCENE, COMPLETING AN ACCIDENT REPORT FOR EACH ACCIDENT SCENE, AND ESTIMATING THE MINIMUM SPEED FOR ANY SKIDMARKS PRESENT. SAMPLE FORMS OF PERFORMANCE CHECKLISTS ARE PROVIDED. THE FORMS ARE USED FOR EVALUATING EACH STUDENT'S ABILITY TO INVESTIGATE AN ACCIDENT. (RCB)
