LEAA CRIMINAL JUSTICE TRAINING PROGRAMS DEVELOPED AND IMPLEMENTED IN 1976-1978 ARE EVALUATED, AND 1979 PROGRAMS DESCRIBED. THE PROGRAMS ARE DESIGNED FOR STATE, REGIONAL, AND LOCAL PLANNING PERSONNEL.
Abstract
THESE PROGRAMS HAVE BEEN DEVELOPED BY THE TRAINING DIVISION, OFFICE OF OPERATIONS SUPPORT, AND ARE BEING DELIVERED THRUGH A DECENTRALIZED SYSTEM OF CRIMINAL JUSTICE TRAINING CENTERS (CJTC'S) SELECTED AND SUPERVISED BY LEAA WITH THE COOPERATION OF THE LOCAL AGENCIES. IN FISCAL 1977, MORE PERSONNEL WERE TRAINED THAN IN ALL PREVIOUS YEARS COMBINED. IN FISCAL 1978, THIS CAPACITY WAS MORE THAN DOUBLED TO PERMIT THE TRAINING OF 1,250 PERSONS, AND THE INTENDED AUDIENCE WAS EXPANDED TO INCLUDE STATE AND LOCAL OPERATING PERSONNEL, INCLUDING COMMUNITY ANTI-CRIME PROGRAM GRANTEES ON A TRIAL BASIS. THE QUALITY AND VARIETY OF THE TRAINING CHANGED, PARTICULARLY AS A RESULT OF TRANSFERRING IT FROM THE DEVELOPER TO OTHER SITUATIONS AND THROUGH THE INVOLVEMENT OF NEW TRAINING TEAMS. AN INTEGRATED SET OF TRAINING MATERIALS HAVE BEEN DEVELOPED AND AN INTEGRATED TRAINING DELIVERY SYSTEM ESTABLISHED. DURING FISCAL YEARS 1976 AND 1977, CJTC'S WERE ESTABLISHED AT NORTHEASTERN UNIVERSITY (BOSTON, MASS.), UNIVERSITY OF WISCONSIN/MILWAUKEE, FLORIDA STATE UNIVERSITY (TALLAHASSEE), WASHBURN UNIVERSITY (TOPEKA, KANS.), AND THE UNIVERSITY OF SOUTHERN CALIFORNIA (LOS ANGELES). THE FOLLOWING CURRENTLY AVAILABLE COURSES ARE IN VARIOUS STAGES OF EVOLUTION: (1) CRIMINAL JUSTICE PLANNING; (2) CRIMINAL JUSTICE ANALYSIS; (3) CRIMINAL JUSTICE MONITORING AND EVALUATION; (4) PROGRAM DEVELOPMENT; AND (5) PROGRAM MANAGEMENT. APPENDIXES LIST PERSONNEL, PLANNING AND ADVISORY COMMITTEES, AND MEMBERS OF TRAINING TEAMS FOR EACH GEOGRAPHICAL JURISDICTION SERVED AND A TENTATIVE SCHEDULE OF FISCAL 1979 COURSES. (MPK)
