WYOMING'S STATE COURT SYSTEM IS DESCRIBED IN ONE OF A SERIES OF REPORTS PREPARED BY THE NATIONAL CENTER FOR STATE COURTS TO FACILITATE IMPLEMENTATION OF THE AMERICAN BAR ASSOCIATION (ABA) STANDARDS ON COURT ORGANIZATION.
Abstract
THE REPORT IS BASED ON A REVIEW OF WYOMING'S STATUTES, COURT RULES, CONSTITUTIONAL PROVISIONS, AND OTHER PERTINENT DOCUMENTS. AN OVERVIEW SUMMARIZES INFORMATION ON THE FOLLOWING: COURT STRUCTURE (APPELLATE AND TRIAL COURTS); THE JUDICIARY (QUALIFICATIONS, SELECTION, TERM OF OFFICE, DISCIPLINE AND REMOVAL, COMPENSATION, RETIREMENT AGE, CONTINUING EDUCATION, PARAJUDICIAL OFFICERS); ADMINISTRATION AND PROCEDURE (ADMINISTRATIVE AUTHORITY, STATE-LEVEL ADMINISTRATION, INDIVIDUAL COURT ADMINISTRATION, POLICYMAKING AND RULEMAKING AUTHORITY, NONJUDICIAL PERSONNEL); FINANCE AND BUDGET (FUNDING, FINES AND FEES, BUDGET PROCEDURES); AND INFORMATION SYSTEMS (RECORDKEEPING, STATISTICS, DATA PROCESSING). THE OVERVIEW ALSO NOTES THE EXTENT TO WHICH EACH ASPECT OF THE COURT SYSTEM COMPLIES WITH THE ABA STANDARDS. CHARTS DEPICT ORGANIZATION AND FUNDING SOURCES WITHIN THE WYOMING COURT SYSTEM. THE MAIN BODY OF THE REPORT CONSISTS OF PROFILES DETAILING INFORMATION ON EACH ASPECT OF THE SYSTEM COVERED IN THE OVERVIEW. A CHART INDICATING THE DEGREE OF COMPLIANCE BETWEEN WYOMING'S COURTS AND THE ABA STANDARDS IS KEYED TO THE PROFILES. SOURCE DOCUMENTS ARE LISTED. (LKM)
