THE ACCOMPLISHMENTS OF AN LEAA-FUNDED PROGRAM OF CONTINUING EDUCATION FOR STATE AND FEDERAL APPELLATE JUDGES, CLERKS OF APPELLATE COURTS, AND APPELLATE CENTRAL STAFF ATTORNEYS ARE REPORTED.
Abstract
IN 1977, LEAA AWARDED AN 18-MONTH GRANT TO ENABLE THE APPELLATE JUDGES' CONFERENCE OF THE AMERICAN BAR ASSOCIATION TO CONTINUE ITS SPONSORSHIP OF SEMINARS FOR APPELLATE PERSONNEL. THE FINAL REPORT DOCUMENTS THE CONTINUING EDUCATION PROGRAM'S FUNDING SOURCES AND EXPENDITURES, GOALS, OBJECTIVES, ACCOMPLISHMENTS, AND PROBLEMS. INCLUDED ARE SUMMARY DESCRIPTIONS OF EIGHT SEMINARS FOR APPELLATE JUDGES, TWO SEMINARS FOR APPELLATE COURT CLERKS, TWO EDUCATIONAL PROGRAMS FOR CENTRAL STAFF COUNSEL, TEXT MATERIAL DEVELOPMENT, SPECIAL PROGRAMS FOR LAW CLERKS AND NEW JUDGES, AND EVALUATIONS BY SEMINAR PARTICIPANTS. AT LEAST ONE SEMINAR WAS ATTENDED BY 30 PERCENT OF THE NATION'S APPELLATE JUDGES, 60 PERCENT OF ITS APPELLATE COURT CLERKS, AND A LARGE NUMBER OF CENTRAL STAFF ATTORNEYS. PARTICIPANTS WERE ENTHUSIASTIC IN THEIR EVALUATIONS OF THE SEMINARS. MAJOR PROBLEMS INCLUDE THE CONSISTENT FAILURE OF SOME GROUPS OF JUDGES TO PARTICIPATE IN SEMINARS, UNDERSTAFFING, AND INADEQUATE FUNDING. IT IS CONCLUDED THAT THE SEMINAR PROGRAM'S ACCOMPLISHMENTS FAR OUTWEIGH ITS PROBLEMS, AND THAT THE PROGRAM SHOULD BE CONTINUED AND EXPANDED.
