AN IMPLEMENTATION-FOCUSED APPROACH TO PLANNING, CARRYING OUT, AND EVALUATING SOCIAL INTERVENTIONS IS DEVELOPED.
Abstract
THE IMPLEMENTATION ANALYSIS APPROACH INVOLVES THE EARLY IDENTIFICATION OF DECISIONMAKERS WHO WILL DETERMINE WHETHER IMPLEMENTATION TAKES PLACE, IDENTIFICATION AND ANALYSIS OF THEIR BELIEF AND VALUE STRUCTURES, AND USE OF THIS INFORMATION IN PLANNING. WITH THIS APPROACH, IMPLEMENTATION-RELATED ACTIVITIES BEGIN DURING THE EARLY (INITIATION AND PLANNING) PHASES OF A PROGRAM AND CONTINUE THROUGHOUT THE PRORAM'S LIFE. THE APPROACH IS EXPLAINED IN DETAIL, AND ITS POTENTIAL UTILITY IS DEMONSTRATED BY ANALYZING EACH PHASE OF A CHICAGO, ILL., CITIZEN PARTICIPATION PROGRAM AND NOTING WAYS IN WHICH THE PROGRAM USED OR COULD HAVE USED IMPLEMENTATION ANALYSIS. THE PROGRAM WAS AN INTERACTIVE MEDIA INTERVENTION IN WHICH 2,600 COMMUNITY MEMBERS, RECRUITED BY ORGANIZERS HIRED BY A PRIVATE ORGANIZATION CALLED TRUST (TO RESHAPE URBAN SYSTEMS TOGETHER), MET IN VIEWER-DISCUSSION GROUPS TO WATCH AND DISCUSS FOUR HALF-HOUR TELEVISION PROGRAMS ON CRIME AND CRIMINAL JUSTICE. THE PARTICIPANTS ALSO RECEIVED BOOKLETS DESCRIBING WAYS IN WHICH THEY COULD BECOME INVOLVED IN SOLVING THEIR COMMUNITY'S CRIME PROBLEMS. APPLICATIONS OF IMPLEMENTATION ANALYSIS IN OTHER, SIMILAR PROGRAMS ARE SUGGESTED, AS ARE THE POTENTIAL BENEFITS OF USING IMPLEMENTATION ANALYSIS IN EVALUATING PROGRAM PROPOSALS AND OF PROVIDING GOVERNMENT FUNDING FOR SUCH ANALYSES. A LITERATURE REVIEW AND A BIBLIOGRAPHY ARE PROVIDED. (LKM)
