Abstract
THE REPORT DESCRIBES THE JUDICIAL CRIMINAL JUSTICE PLANNING COMMITTEE'S DEVELOPMENT OF 1979 STATE AND LOCAL ANNUAL ACTION PLANS AND GRANT APPLICATION REVIEW PROCEDURES, COORDINATION WITH REGIONAL PLANNING UNITS, EFFORTS TO CLARIFY ITS RELATIONSHIP WITH THE CALIFORNIA COUNCIL ON CRIMINAL JUSTICE AND THE STATE'S OFFICE OF CRIMINAL JUSTICE PLANNING, AND FUNDING OF COURT PROJECTS UNDER THE LEAA PROGRAM. THE INCREASE IN THE PROPORTION OF FEDERAL FUNDS ALLOCATED TO COURT PROJECTS DURING THE YEAR IS NOTED, AS ARE THE COMMITTEE'S EFFORTS TO RESPOND TO THE MESSAGE OF PROPOSITION 13 (THE CALIFORNIA VOTERS' TAX-CUT DEMAND) BY DISTRIBUTING INFORMATION ON ALTERNATIVE FUNDING SOURCES FOR TRIAL COURTS AND BY REDUCING ITS OWN OPERATING COSTS. THE BULK OF THE DOCUMENT CONSISTS OF ATTACHMENTS DOCUMENTING IN DETAIL THE COMMITTEE'S ACTIVITIES. THESE ATTACHMENTS INCLUDE STATEMENTS OF COURT PROJECT PRIORITIES AND POLICIES; GRANT APPLICATION REVIEW CRITERIA FOR VARIOUS CATEGORIES OF COURT PROJECTS; SUMMARY DESCRIPTIONS OF EFFECTIVE LEAA-FUNDED COURT PROJECTS DURING 1978; A COMPENDIUM OF ALL LEAA-FUNDED COURT PROJECTS IN CALIFORNIA FROM 1969 THROUGH 1978, INCLUDING BASIC INFORMATION (PROJECT TITLE AND NUMBER, FUNDING PERIOD, STATUS) ON EACH PROJECT AND A TABULAR SUMMARY OF FUNDING ALLOCATIONS AMONG REGIONS; AND RELATED DOCUMENTATION (LKM)
