AN ASSESSMENT IS PROVIDED OF STATE LEGISLATION RELATING TO HOW VIRGINIA DEFINES OR RESPONDS TO THE STATUS, CONDITIONS, AND NEEDS OF ITS CHILDREN AND YOUTH AND THEIR FAMILIES.
Abstract
FOLLOWING AN INTRODUCTORY OVERVIEW OUTLINING THE PURPOSE, METHOD, AND ORGANIZATION OF THE VOLUME, AN INDEX IS PROVIDED OF STATE LEGISLATION AFFECTING CHILDREN AND YOUTH IN VIRGINIA. IN ADDITION TO SELECTED GENERAL PROVISIONS, OTHERS INVOLVE ECONOMIC SECURITY, EDUCATION, HEALTH, JUVENILE JUSTICE, PROTECTION/EMOTIONAL SECURITY, AND TREATMENT AND REHABILITATION. MAJOR PORTIONS OF THE NEW STATE LAW CONCERNING JUVENILE AND DOMESTIC RELATIONS COURT ARE ALSO DISCUSSED. A HISTORICAL PERSPECTIVE OF THE JUVENILE JUSTICE PROCESS IS PROVIDED, ALONG WITH AN ANALYSIS OF SELECTED PORTIONS OF THE EXISTING LAW, WITH ATTENTION TO ITS PURPOSE AND INTENT, COURT STRUCTURE, THE ROLE OF CITIZENS' ADVISORY COUNCILS, JURISDICTIONAL ISSUES, PETITIONS, INTAKE, CUSTODY AND DETENTION, ADJUDICATION, DISPOSITION, AFTERCARE, MENTAL HEALTH, AND INTERACTION WITH THE ADULT CRIMINAL JUSTICE SYSTEM. FINALLY, PROSPECTS FOR LEGISLATIVE ADVOCACY ARE EXAMINED IN A SECTION OUTLINING HOW TO RESEARCH, INTERPRET, AND INFLUENCE STATE LEGISLATION FROM A CHILD ADVOCACY POSITION. SELECTED BIBLIOGRAPHIES, LISTS OF FEDERAL CONTACTS, AND THE NAMES AND ADDRESSES OF STATEWIDE ASSOCIATIONS CONCERNED WITH YOUTH ARE APPENDED. (KBL)
