A STUDY OF THE FEASIBILITY OF DESIGNING AND IMPLEMENTING AN EVALUATION PROTOCOL FOR COMMUNITY MENTAL HEALTH CENTERS IN NORTH CAROLINA IS REPORTED.
Abstract
THE STUDY HAD THE FOLLOWING PURPOSES: (1) TO DETERMINE WHETHER A MEANS OF EVALUATING THE IMPACT OF MENTAL HEALTH CENTERS ON INDIVIDUAL CLIENTS, OTHER AGENCIES, AND COMMUNITIES COULD BE DEVELOPED AND IMPLEMENTED; (2) TO IDENTIFY AND DEVELOP PRELIMINARY PORTIONS OF AN EVALUATION PROTOCOL AND DETERMINE THE RESOURCES NEEDED TO COMPLETE THE PROTOCOL; (3) TO DETERMINE THE BEST ORGANIZATIONAL APPROACH TO CARRYING OUT THIS WORK; AND (4) TO IDENTIFY CENTERS IN WHICH THE EVALUATION PROTOCOL COULD BE FIELD-TESTED. THE REPORT DESCRIBES IN DETAIL THE ORGANIZTION AND EFFORTS OF THE TASK FORCES THAT ADDRESSED THESE PURPOSES AND PRESENTS A CRITIQUE OF THE OVERALLL PLANNING EFFORT. THE CRITIQUE OFFERS SUGGESTIONS FOR ORGANIZING, STAFFING, AND FUNDING COMPARABLE UNDERTAKINGS IN THE FUTURE. THE BULK OF THE REPORT CONSISTS OF MATERIALS ON THE STRUCTURE, STAFFING, AND BUDGET OF THE PROPOSED EVALUATION PROGRAM, WHICH HAS FOUR COMPONENTS: ORGANIZATONAL-INTERAGENCY EVALUATION, CLINICAL PROGRAMS EVALUATION, COMMUNITY PROGRAMS EVALUATION, AND DATA/RESEARCH GROUP. INCLUDED ARE AN ORGANIZATIONAL CHART AND ROSTER OF PARTICIPANTS IN THE EVALUATION, DESCRIPTIONS OF POTENTIAL EVALUATION SITES, MATERIALS ON EFFECTIVENESS AND PROCESS EVALUATION, COPIES OF INTERVIEW FORMS TO BE USED IN THE EVALUATION, OTHER SUPPORTING DOCUMENTATION, AND A 22-PAGE CATEGORIZED BIBLIOGRAPHY.
