TESTIMONY AND QUESTIONING OF MEMBERS OF THE PANEL APPOINTED BY THE ATTORNEY GENERAL TO DEVELOP RECOMMENDATIONS FOR RESTRUCTURING LEAA BEFORE THE HOUSE SUBCOMMITTEE ON CRIME ARE PRESENTED.
Abstract
THE STUDY GROUP APPOINTED BY THE ATTORNEY GENERAL TO DEVELOP RECOMMENDATIONS FOR RESTRUCTURING LEAA SUGGESTED THAT AFTER THE ATTORNEY GENERAL'S CONSIDERATION OF THE PANEL'S REPORT, A PHASE OF INTENSIVE CONSULTATION WITH APPROPRIATE LEADERS OF THE CONGRESS AND OF STATE AND LOCAL GOVERNMENTS BE INITIATED PRIOR TO ANY FINAL DECISIONS. THE HEARINGS REPORTED HERE ARE PART OF THE IMPLEMENTATION OF THIS SUGGESTION. THE TESTIMONY OF THE STUDY GROUP MEMBERS COVERS THE FOLLOWING AREAS: (1) THE METHODOLOGY USED TO DEVELOP THE STUDY REPORT, (2) THE STUDY GROUP MEMBERS' VIEWS OF THE LAST 9 YEARS OF LEAA'S OPERATION AND THEIR ASSESSMENT OF ITS UTILITY, (3) AN EXPLANATION OF THE SOURCES OF INFORMATION USED BY THE STUDY GROUP, (4) VIEWS OF THE EFFECT THE 60-DAY COMMENT PERIOD WILL HAVE ON THE ADOPTION OF THE RECOMMENDATIONS, (5) HOW ACTIVE THE JUSTICE DEPARTMENT WILL BE IN THE LEADERSHIP AND POLICY DIRECTION OF LEAA, (6) EXPLANATIONS OF RECONCILIATION OF DIFFERENCES IN VIEWPOINTS BETWEEN PANEL MEMBERS AND THE REASONING BEHIND THE PUBLICATION OF BOTH MAJORITY AND MINORITY VIEWS, AND (7) AN EXPLORATION OF THE PROGRAMMATIC RECOMMENDATIONS OF THE STUDY GROUP. THE BROAD RECOMMENDATIONS CONSIDERED INCLUDE PROPOSALS FOR SWEEPING CHANGES IN THE GRANT STRUCTURE OF LEAA AND THE REFOCUSING OF THE NATIONAL RESEARCH AND DEVELOPMENT ROLE INTO A STRATEGY OF BASIC AND APPLIED RESEARCH AND SYSTEMATIC NATIONAL PROGRAM DEVELOPMENT, TESTING, DEMONSTRATION, AND EVALUATION. THE APPENDIXES INCLUDE STATEMENTS AND INFORMATION HAVING TO DO WITH LEAA'S OPERATIONS. (RCB)
