THE SECOND PART OF A THREE-PART REPORT ON CORRECTIONAL VOCATIONAL PROGRAMS, THIS STUDY PRESENTS A SET OF STANDARDS BY WHICH VOCATIONAL EDUCATION PROGRAMS, OPERATIONS, AND OUTCOMES MAY BE EVALUATED.
Abstract
THIS REPORT, A PRODUCT OF THE NATIONAL STUDY OF VOCATIONAL EDUCATION IN CORRECTIONS, PRESENTS STANDARDS DEVELOPED IN COLLABORATION WITH A PANEL OF EXPERTS IN THE FIELDS OF VOCATIONAL EDUCATION, CORRECTIONS, AND CORRECTIONAL EDUCATION, WORKING TOGETHER WITH A PROJECT ADVISORY COMMITTEE. THE STANDARDS HAVE NOT BEEN ADOPTED YET AS PART OF ANY AGENCY'S ACCREDITATION PROCESS. HOWEVER, THEY ARE BEING EXAMINED BY SEVERAL PROFESSIONAL ORGANIZATIONS AND EVENTUALLY MAY BE INCORPORATED INTO AN ACCREDITATION PROCESS. THE STANDARDS PROVIDE GUIDANCE FOR CORRECTIONS PERSONNEL TO ESTABLISH VOCATIONAL EDUCATION PROGRAMS OR UPDATE AND ENHANCE ALREADY EXISTING PROGRAMS. STANDARDS ARE PROVIDED IN THE GENERAL AREAS OF CURRICULUM AND INSTRUCTIONS; STUDENTS, STAFF, ORGANIZATION AND ADMINISTRATION; AND PHYSICAL PLANT, EQUIPMENT, AND SUPPLIES. STANDARDS OF CURRICULUM AND INSTRUCTION DEAL WITH PROGRAM DESCRIPTIONS, PERFORMANCE OBJECTIVES, ADMISSION CRITERIA, INSTRUCTIONAL METHODS AND PROCEDURES, AND LEARNING RESOURCES. STANDARDS RELATING TO STUDENTS TREAT ORIENTATION TO PROGRAMS, GUIDANCE AND COUNSELING FOR PROGRAM PLACEMENT, RECORDS, VOCATIONAL-TRAINING-RELATED ACTIVITIES, STUDENT EVALUATION, LICENSING AND CREDENTIALING, GUIDANCE AND COUNSELING FOR JOB PLACEMENT, FOLLOWUP, AND FOLLOWTHROUGH. STANDARDS REGARDING STAFF PROVIDE GUIDANCE FOR SELECTION AND PREPARATION, SALARY AND PROMOTION, PROFESSIONAL GROWTH, BUSINESS AND INDUSTRY INVOLVEMENT, AND STAFF EVALUATION. STANDARDS ON ORGANIZATION AND ADMINISTRATION TREAT THE FOLLOWING: PHILOSOPHY, PURPOSE, AND MEANS OF PROVIDING VOCATIONAL PROGRAMS; ADVISORY BOARD; COMMITTEES; POLICIES AND PROCEDURES; ADMINISTRATIVE STAFF; TEACHING LOAD; FINANCIAL POLICIES AND PROCEDURES; COMMUNITY RELATIONS AND SUPPORT; PLANNING, RESEARCH, AND DEVELOPMENT; EVALUATION; AND DISCRIMINATION. STANDARDS FOR OPERATION PLAN, MAINTENANCE PLAN, SHORT AND LONG RANGE PLANNING, AND SAFETY AND HEALTH CONDITIONS ARE PRESENTED FOR THE PHYSICAL PLANT, EQUIPMENT, AND SUPPLIES. A BIBLIOGRAPHY IS PROVIDED, ALONG WITH LISTINGS OF THE MEMBERS OF THE STANDARDS DEVELOPMENT PANEL AND THE PROJECT ADVISORY COMMITTEE. OTHER PUBLICATIONS OF THE STUDY ARE ALSO LISTED. (RCB)
