DATA FROM THE UNITED KINGDOM FIND THAT VARIATIONS IN NUMBER OF COMPLAINTS AMONG DIFFERENT PRODUCTS ARE DUE TO DIFFERENCES IN PRODUCT CHARACTERISTICS, VARIATIONS AMONG REGIONS AND DIFFERING OPPORTUNITIES TO COMPLAIN.
Abstract
DURING 1975 THE OFFICE OF FAIR TRADING (OFT) OF THE UNITED KINDGOM RECEIVED 488,460 CONSUMER COMPLAINTS. THESE WERE LODGED WITH A VARIETY OF LOCAL AUTHORITIES AND CONSUMER COMPLAINT OFFICES. REGRESSION ANALYSIS WAS RUN ON THIS DATA (1) BY TYPE OF PRODUCT INVOLVED IN THE COMPLAINT, (2) BY GEOGRAPHICAL AREA, AND (3) BY TYPE OF AGENCY RECEIVING THE COMPLAINT. ABOUT 66 PERCENT OF THE VARIANCE IN COMPLAINTS AMONG THE 18 PRODUCT AND SERVICE CATEGORIES WAS EXPLAINED BY JUST TWO INDEPENDENT VARIABLES, HOUSEHOLD EXPENDITURE ON THAT CATEGORY AND WHETHER THE GOOD WAS A CONSUMER DURABLE OR NOT. OTHER VARIABLES, SUCH AS FREQUENCY OF PURCHASE, UNIT PRICE, AND WHETHER THE CATEGORY WAS A SERVICE OR NOT, DID NOT IMPROVE THE DEGREE OF STATISTICAL EXPLANATION. THE NUMBER OF COMPLAINTS WAS ALSO DIRECTLY RELATED TO THE AMOUNT OF MONEY SPENT ON CONSUMER ADVISORY SERVICES IN THE REGION. THE HIGHEST COMPLAINT RATES WERE FOR YORKSHIRE AND HUMBERSIDE IN THE NORTHWEST, WEST MIDLANDS, AND THE NORTH. THESE AREAS ALSO HAVE THE MOST OUTLETS FOR CONSUMER COMPLAINTS. THE DATA ALSO SHOW THAT THE NUMBER OF COMPLAINTS IS RELATED TO THE AVAILABILITY OF CONSUMER ADVICE CENTERS. AN APPENDIX GIVES A SUMMARY OF THE DATA ANALYSIS. REFERENCES ARE APPENDED. (GLR)
