THE NEED FOR GREATER INVOLVEMENT BY COLLEGES AND UNIVERSITIES IN THE EDUCATION OF OFFENDERS AND EX-OFFENDERS, PARTICULARLY AT THE UNIVERSITY OF MASSACHUSETTS, IS SURVEYED.
Abstract
THE DISSERTATION IS CONCERNED WITH THE EDUCATIONAL NEEDS OF 'STUDENT OFFENDERS'--COLLEGE STUDENTS WHO BECOME INVOLVED IN THE LEGAL SYSTEM AS OFFENDERS, PERSONS AWAITING TRIAL, INMATES, PROBATIONERS AND PAROLEES, AND EX-OFFENDERS. IT DRAWS ON DATA FROM INTERVIEWS WITH 30 ADMINISTRATORS, CAMPUS SECURITY OFFICERS, STUDENT OFFENDERS, AND OTHERS FAMILIAR WITH THE UNIVERSITY OF MASSACHUSETTS' STANCE ON STUDENT OFFENDERS, AND FROM A QUESTIONNAIRE SURVEY OF 65 COLLEGES AND UNIVERSITIES, PRIMARILY IN THE NEW ENGLAND AREA. THE 48 RESPONDENTS TO THE SURVEY INDICATED THEIR INSTITUTIONS' POLICIES AND PRACTICES WITH REGARD TO STUDENT OFFENDERS. INDICATORS OF THE NEED FOR GREATER COLLABORATION BETWEEN THE CRIMINAL JUSTICE AND HIGHER EDUCATION SYSTEMS, SUCH AS THE OVERALL FAILURE OF PRISONS TO PROVIDE EDUCATIONAL OPPORTUNITIES THAT CAN ENHANCE THE FUTURES OF RELEASED INMATES, ARE NOTED. THE UNIVERSITY OF MASSACHUSETTS' NEUTRAL POSITION WITH REGARD TO STUDENT OFFENDERS IS DISCUSSED. FACTORS THAT INHIBIT THE ESTABLISHMENT OF LINKS BETWEEN THE CRIMINAL JUSTICE AND HIGHER EDUCATION SYSTEMS, SUCH AS THE DIMINISHING RESOURCES OF SCHOOLS AND THE EXTREMES (PUNISHMENT OR REHABILITATION) WITHIN WHICH THE CRIMINAL JUSTICE SYSTEM FUNCTIONS, ARE POINTED OUT. UNIVERSITIES AND CRIMINAL JUSTICE AGENCIES ARE URGED TO COLLABORATE ON POLICIES AND PROGRAMS FOR STUDENT OFFENDERS. IN PARTICULAR, THE UNIVERSITY OF MASSACHUSETTS IS ENCOURAGED TO MAKE A COMMITMENT TO PROMOTING THE INCLUSION OF OFFENDERS IN SOCIETY'S MAINSTREAM.
