PAPERS PRESENTED AT THE COMMUNITY CORRECTIONS INSTITUTE FOCUS ON ALTERNATIVES TO INSTITUTIONALIZATION, WITH EMPHASIS ON PLANNING, MANAGEMENT, EVALUATION, LEGAL ISSUES, PROGRAMMING, STAFFING, AND COMMUNITY RELATIONS.
Abstract
THE INSTITUTE BROUGHT TOGETHER PROFESSIONALS FROM SIX STATES--UTAH, COLORADO, WYOMING, NORTH DAKOTA, SOUTH DAKOTA, AND MONTANA--TO EXPLORE ALTERNATIVES TO INCARCERATION, PARTICULARLY COMMUNITY-BASED CORRECTIONS. COLLECTIVELY, THE PAPERS EXPRESS MUCH OF WHAT IS KNOWN ABOUT COMMUNITY CORRECTIONS, AND IN ADDITION, PROVIDE THE READER WITH PRACTICAL KNOWLEDGE FOR OPERATING PROGRAMS. THE FIRST FOUR PAPERS ADDRESS MANAGEMENT ISSUES AND PRESENT MANAGEMENT STRATEGIES WHICH ARE CRITICAL TO THE SUCCESS OF COMMUNITY CORRECTIONS PROGRAMS. THEY DISCUSS EDUCATION OF CORRECTIONS STAFF WITH RESPECT TO CLIENTS, TRENDS IN TREATMENT, AND REHABILITATION ISSUES; A MASTER MANAGEMENT MODEL PROVIDING EXECUTIVE DIRECTORS OR PROGRAM MANAGERS WITH A COMPREHENSIVE DESIGN FOR AGENCY ADMINISTRATION; TEAM BUILDING AS A STRATEGY FOR ORGANIZATION DEVELOPMENT; AND A STAFFING AND PERSONNEL MANAGEMENT THEORY FOR OPTIMUM EMPLOYMENT OF INDIVIDUAL MOTIVATION. THE NEXT SERIES OF PAPERS SUPPORT CONCEPTS CONSIDERED IN THE MANAGEMENT SECTION. DEVELOPING DATA, EVALUATING PROGRAMS, ACCREDITATION OF CORRECTIONS AGENCIES, AND MANAGEMENT OF COMMUNITY CORRECTIONS IN REGARD TO PRISONER RIGHTS ARE TREATED. SUBSEQUENT ARTICLES DESCRIBE VARIOUS WAYS COMMUNITY CORRECTIONS PERSONNEL CAN DEAL WITH THE COMMUNITY, BUREAUCRACIES, AND LEGISLATORS TO ESTABLISH A CLIMATE WHICH IS RECEPTIVE TO AND SUPPORTIVE OF REHABILITATING THE STIGMATIZED PERSONS WITHIN A COMMUNITY. SUGGESTIONS ARE OFFERED FOR BUYING A HOUSE AND FOR PERSUADING THE COMMUNITY TO ACCEPT A RESIDENTIAL TREATMENT CENTER IN ITS MIDST, SELLING COMMUNITY RESIDENTIAL TREATMENT TO BUREAUCRATS AND LAY PROVIDERS OF SERVICES, AND USING AND RECRUITING VOLUNTEERS. ONGOING PROGRAMS FOR ADULT OFFENDERS WHICH EMPHASIZE PROGRAMMING AND AVOID USE OF LOCKUP FACILITIES ARE DESCRIBED. THE FINAL PAPERS DEAL WITH THE CLIENT AS AN INDIVIDUAL AND THOSE SERVICES PROVIDED WITHIN THE COMMUNITY CORRECTIONS CENTER ADDRESSING CLIENT NEEDS; E.G., MUTUAL CONTRACT PROGRAMS, COUNSELING FOR INDIVIDUAL CHANGE, AND PERSONALIZED PROGRAM DEVELOPMENT.
